The Cost Of The Citizenization Of Peasants From The View Of Local Finance

China's urbanization has not only promoted economic growth and balanced urban and rural development,and the same time also deeply changed the economic and social structure.Urbanization process involving many factors such as population,land and finance,the current problems of urbanization are mainly concentrated in two aspects,one is the population urbanization lags behind the land urbanization,the other is the census register population urbanization lags behind the permanent population urbanization.The goal of urbanization is neither the land urbanization nor the permanent population urbanization,but the census register population urbanization,namely the citizenization of farmers.Urbanization of farmers need not a paper of residential certificate,but the citizenship rights and interests protection,the core lies in the equalization of public services,making the citizenization of farmers enjoy consistent with urban residents of the public service.The core of China's urbanization is the citizenization of peasants,and the key of citizenization of peasants is the equalization of basic public services.In order to promote the urbanization reasonably and orderly,it is necessary to calculate the finance cost of local government.As an important part of people's livelihood construction in China,the goal of the equalizing basic public services is clear,but there is no generally accepted evaluation index.By decomposing the process of public service supply and comparing the properties of each evaluation objects,we found the result is more important than the process of public service,financial investment and service supply quantity cannot replace residents satisfaction level of public services,at the same time we can prove the inconsistency of service output and citizen feel by empirical analysis in survey data of Hubei province.In order to formulate the public service supply strategy and achieve the strategic target of equal basic public services,not only to build public opinion collection system,strengthen the policymaking process transparency,but also to separate the resident satisfaction,determine the different elastic satisfaction on the basis of the basic satisfaction.Aiming at the shortcomings of the existing research results,we measured per capita fiscal input of the basic public services of large and medium-sized cities according to the city zoning and size,and determined the local fiscal cost increment,flow rate and total amount of urbanization of farmers in 2014-2014.Because of the citizenization of peasants fiscal cost with dynamic accumulation,not a one-time payment,it will lead to local fiscal pressures increasing year by year before reaching a stable state.In order to ease the problem of funding sources,the one-time income of land transfer will be desirable,should establish the PLF(Population-Land-Finance)mechanism to alleviate the fiscal cost pressure in the process of urbanization.
