Research On The Operation Mode Of The Government Dominant Exhibition-A Case Study Of Tianjin

After many years of development, the government dominant exhibition in Tianjin has made some achievements. The municipal people’s government has held fourteen large exhibition forum activities in 2015. And the exhibition area is all in million square meters. But there are still many problems in Tianjin government dominant exhibition: low utilization rate of capital, poor exhibition effect, high exhibition cost and so on. To a large extent, these problems have hindered the further development of the Tianjin government dominant exhibition.This thesis takes the New Public Service Theory and the Theory of Public Governance as the theoretical foundation. It through literature research method, comparative analysis method, quantitative analysis method and questionnaire survey method to analyze the current situation and operation process of Tianjin government led exhibition. The first chapter discusses the background, purpose, significance, research status at home and abroad, and points out the research contents, research methods and the innovation points of this thesis. In the second chapter, the basic concepts are defined, and the internal mechanism and related theoretical basis of the operation of the government led exhibition are analyzed. The third chapter analyzes the classification, scale and infrastructure construction of operation mode of Tianjin government dominant exhibition. And it fond out the problems existing in the operation process of Tianjin government dominant exhibition through the questionnaire survey: The government has been located the deviation in the operation of the exhibition, and it controlled tightly to the exhibition. The development direction of the government is lagging behind. The dislocation of industry association made it failed to perform its service, supervision, industry norms and so on. Infrastructure construction has deficiencies in different degree. The fourth chapter analyzes the operation mode of the German government dominant exhibition. By learning from the successful experience, to reflect on the drawbacks of Tianjin government dominant exhibition in the process of development. In the fifth chapter, the thesis puts forward the optimal direction of the operation subject and the related mechanism of Tianjin government dominant exhibition. The role of the government should change from management to service. Under the guidance of the government to make the industry association gradually on the right track and decentralize part of the right to the industry association. Upgrade the effect of the market, pay attention to the function of market macroeconomic regulation and control. The government should increase efforts to further improve the construction of the infrastructure.The innovation of this thesis is: The Public Governance Theory and the New Public Service Theory are applied to the research of the government’s leading exhibition operation mode, using these theories analyze the government’s leading exhibition operation in the specific behavior of the government. Research on the relationship between the main body and the types of the exhibition, to find out the problems existing in the operation mode of the government dominant exhibition, and put forward the corresponding countermeasures. In this thesis, the results of the questionnaire survey and the collection of the exhibition related data are interspersed with the analysis of the quo for a deeper analysis.
