Research On Investment Promotion Strategy Of Wuxi Huishan Economic Development Zone Based On Local Government System

After China’s reform and opening up, economic development zone has become anew name of the new era. Provincial, even national economic development zonessprang up like bamboo shoots after a spring rain. In the recent years, economicdevelopment zones are the leading runners and pillars of the regional economybecause of its function layout, industry orientationandincentive policies. Investmentpromotion is the effective and important way to accelerate the development of theregional economy. It’s significant for the industry restructuring, promotion and animportant measure of urban industrialagglomeration effect.Currently, the specialincentive policy in the zone is gradually weakening whilecompetition is increasingfast, particularly the investment among many areas.Therefore,it is meaningful to dothe systematic research on investment policy in the zones and findthe local advantage,inherent laws and to keep it the leading part in the regional economic development.Wuxi Huishan Economic Development Zone(HEDZ) was established in July,2001, and it’s been rated the provincial level in February,2002. The total planningarea of the zone is76square kilometers, and now it’s been developed about36squarekilometers. The total population of the zone is82thousand. As one of the provincialzones in Wuxi, HEDZ has played an important role on the developing of the high-tech industry, and the progressing of urbanization.Under the theories of area development, investment promotion and locationalchoice of Modern Enterprises, this article specifically deeply analyzed thedevelopment histroy, target, strategy, investment environment of HEDZ. Based onSWOT research, it may point out HEDZ’s advantages, weaknesses, opportunities andthreats. In the last part, it gives out the strategy and advices for HEDZ in order toimprove its competitiveness ofinvestment attraction.
