Research On Investment Promotion Issues Of Wuhan Economic And Technological Development Zone

As opening-up is China's basic state policy,attracting investment is one of the major functions of local governments.A comprehensive multi-layered investment promotion pattern has been formed long before China joined the WTO,and the government-led investment promotion has been a great drive in the development of local economy as has been proved by the facts in social and economic development in China.In the new normal of Chinese economy,the government is changing its functions by providing efficient public services and maintaining sound order of market economy to attract investment,thus cultivating the region's ability of sustainable development and competitive edge and handing over part of the investment promotion functions of the government back to the market.However,based on our national situation,government-led investment promotion will still be the main trend for quite a long time.This thesis conducted in-depth research and analysis on the investment promotion practice of the administrative Committee of the Wuhan Economic and Technological Development Zone(Hannan District)(hereinafter referred to as WEDZ).As a national level economic and technological development zone,it has distinctive advantages in economic strength,basic infrastructure,efficiency of administrative service,the aggregation of industries,flexibility in cooperation,etc.In terms of industrial structure,pillar industries such as the automobile and electronics industries have played a major part,the strategic emerging industries are gathering at a high pace,the transformation and upgrading of modern service industries are also accelerating.At present,local governments face challenges such as restrictions in policies,balances between economic development and environmental protection,etc.in the process of investment promotion.Therefore,we need to learn from the advanced experience from home and abroad,optimize the legal environment,press ahead with the reform on administrative approval,encourage innovation and enhance support for industries.The thesis suggested that the staff member of the Investment Promotion Bureau of WEDZ sho uld improve their administrative service awareness through enhancing their professional skills and deepening administrative reform.Enhancing their awareness of administrating by law an d promoting investment by law through learning legal knowledge,guiding enterprises to trans form and upgrade through improving strategic planning and encouraging enterprises to innova te;improving the admission supervision mechanism,the responsibility mechanism and the wit hdrawal mechanism by innovating on the mechanism of investment promotion;constructing s pecialized industrial park through setting up high standards in marketization,such as putting i nto trail the PPP mode in public facility construction and speeding up the process of marketiz ation of industrial parks.Last but not least,efforts should be made to improve the reform and innovation on administrative system so as to provide a more transparent legal environment,more efficient administrative environment,fairer competitive environment for local governments,and to give useful reference to WEDZ and other local government in the process of investment promotion.
