In recent years, the demand of local government’s investment and financing increases gradually with the promotion of urbanization, and that the government funds is limited, so the contradiction between demand and supply of funds is increasingly apparent. To solve this problem, the local governments have set up the government financing platforms undertaking the task of urban infrastructure which has solved the funds shortage problems effectively. As representatives of the local governments, the financing platforms replace the government to invest and take charge of constructing and improving urban infrastructure. The tremendous and rapid change of the whole city is attributed to the increasing investment of urban construction by years from financing platforms. Facts have proved that in the process of rapid development of urbanization, it is more effective for urban development through financing platforms’ investment on urban infrastructure than just relying on local government’s financial input. However, along with the country’s macro control of the economy, both raising funds of construction and repayment are getting harder on account of the increasing tension of project approval and bank loan., that is why the problems of financing platforms increasingly come out.This article describes the production, development and problems of the financing platforms in Ordos. Proposed the countermeasure of government financing platform transition development by combining the SWOT analysis and the actual operation of the government. Consequently, provide some scientific references for the local government to promote the reformation of investment and financing system.
