With the rapid development of Internet technology, e-commerce market has been rapidly expanded, increasingly becoming the important impetus for driving consumer demands, accelerating the upgrading of traditional industries and developing the modern service industry. The rapid expansion of e-commerce and the rise of online shopping led the rapid development of express industry. The quantity of express business reached 14 billion and the revenue of express business exceeded 276 billion, keeping four years consecutive growth more 50%than last year in 2015, which becomes the first in the world. Express industry in China is not strong but big. Due to the rapid growth of express business, especially in some large-scale E-commerce promotional activities, for example, "Double 11", "Double 12" and so on, a series of problems, such as consumer complaints, warehouse explosions, shortage services, delivery delays, are caused by the contradiction, which becomes very prominent, of the growth of express services business with limited resources allocation unreasonable, resulting in lower customer satisfaction and consumer loss and affecting the efficient operation of express service throughout the supply chain. So it is a key that how to design the resource allocation mechanism of express service to improve the service capability of express service supply chain. Based on this background, it is very necessary to study the resource allocation of express service under the system of express service supply chain about online shopping considering consumer time sensitivity.This paper describes the related issues of consumer time sensitivity, discussing further the methods of consumer time sensitivity measurement and group clustering, which have a more accurate identification and division for consumers, and designing the strategies of resource allocation based on consumer time sensitivity. Firstly, the transportation resource allocation of express service is researched in this paper in the service system of one to many, taking into account the effectiveness of consumer time and the fairness of resource allocation, constructing the corresponding resource allocation model of the bidding, Proposing the evaluation method of fairness index and drawing the conditions of the mechanism over floating mechanism and bidding mechanism in order to achieve the greater consumer satisfaction and the supply chain efficiency and fairness of the resource allocation of express service supply. Secondly, a distribution mechanism is designed in this paper in the express service system of many to many under utility priority, proposing to distinguish the service priorities of express service integrators with the use of utility which takes into account the factor of consumer time sensitivity, constructing the appropriate mathematical model of resources distribution and drawing the condition of the mechanism over floating mechanism. Finally, the validity and usefulness of the mechanism are demonstrated by numerical examples. Studying the resources allocation of online shopping express service supply chain has more practical sense, taking into count consumer time sensitivity, which support the decision-making basis for the express service supply chain about resources allocation.
