With the transformation of technological development and economic structure, China’s emphasis on technological innovation improvement continuously, the Government has introduced many new policies to support technological innovation in all aspects of finance, such as education, taxation, finance and so on. In the full range of government support, the country ushered in the technology innovation to flourish: domestic three number of patents and technology markets have a larger turnover growth, technological innovation to promote the national economy has become increasingly evident; internationally, China’s patent applications, trademark applications, industrial designs are all living in the world. Although the total amount of intellectual property ahead of the world, but, compared with other countries in the world, China’s technological innovation capacity is clearly insufficient. An important reason for the lack of innovation capability is the low level of scientific quality of our citizens, the ability to create innovative is not strong, therefore, to enhance the national innovation capacity, promote innovation and support the role of technology in economic development, science and quality level of our citizens urgent promotion. Especially in building an innovative country background to enhance public scientific and cultural quality, create a social atmosphere of entrepreneurship and innovation is important, therefore, as an important means to enhance civic scientific literacy, and training of scientific thinking, the development of science popularization work it is particularly important. To improve civic scientific literacy, building an innovative country, our governments gradually strengthen efforts to support science, academia also began to study the relationship between the popularization of science and technology innovation, and strive to illustrate the importance of science for technological innovation. But right now, most scholars to study science and technology innovation stays at the policy level, do not dig the interaction mechanism between the science and technology innovation, lack of promotion of the development of science from the science and technology innovation level of significance.Based on the research status of the relationship between technological innovation and science popularization, the paper intends to borrow the concept of physics coupling theory from a new angle to reveal the nature of technological innovation and science popularization interlinked with statistical methods to explore the technological innovation and scientific popularization coupling mechanism, and try to evaluate the provincial technology innovation and scientific popularization degree of coupling, analyze the current situation and characteristics, to explore the path of innovation and development of science on this basis, and strive for technological innovation and popularization of science combined to make a more complete theory.There are five chapters in this paper. The main contents include:Chapter Ⅰ, Introduction. This chapter describes this study as a whole, including the background of this research project proposed at home and abroad on the popularization of science and technology innovation coupled analysis of relevant studies and an overview of research methods used herein. Chapter Ⅱ, coupled analysis of technological innovation and popularization of science. This chapter is the coupling theoretical analysis between technological innovation and science popularization. Firstly, respectively technological innovation and popularization of scientific connotation and development to sort out, and the two major categories of analysis in economics coupled applications -system coupled and loosely coupled are introduced, and finally to reveal between technological innovation and science popularization coupling mechanism. Chapter Ⅲ, to measure technology innovation capacity and the ability the popularity of science regionally. For measuring the popularity of regional scientific capacity, the paper not only select the relevant indicators government departments of science popularity, but also to make science enterprise estimates, the two-phase region to obtain a comprehensive integrated science capability. Based provinces technological innovation and scientific popularization of statistical data in 2014, using the entropy method and the expert survey to evaluate and analyze the regional scientific and technological innovation and scientific popularization ability. Chapter IV, empirical coupled analysis of regional technological innovation and scientific popularization. This chapter is a summary of research and research methods, and the technological innovation and the future development of science popularization coupling studies were based on insufficient prospects of this study.According to the analysis, China’s technological innovation capacity and the popularization of science showed the characteristics of unbalanced regional development, technological innovation capability significantly strong west to east; and some provinces and cities in the western region due to the small population in the ability of science accounted for some of the indicators representing after the advantage, but it is quite comprehensive ability rearward; regional technological innovation and scientific popularization degree of coupling is also showing a certain spatial distribution.
