Since twentieth century, science and technology (S&T) have gradually become one of the leading forces in the social economic development. Scientific popularization (S&P) has become the key to improve the scientific literacy of citizens. An urgent issue for S&P administrators is how to maximize output subject to limited resources. Therefore, it is necessary to research the input-output efficiency (IOE) of the national S&P.Based on the analysis and summary of status relevant to the academic research on S&P input-output, a preliminary framework of index system is established and a three-stage DEA method is employed to evaluate the IOE of national S&P, in this thesis. By calculating the IOE values of national S&P in 31 provinces from 2008 to 2014, it is concluded that:(1) there still exist gaps in S&P input-output, compared with the developed countries; (2) the IOE of national S&P fluctuates and tends to decline; (3) the level of IOE differs geographically in regions, i.e. the efficiency in the eastern region is larger than that in the central and western areas; (4) the main reason that leads to the low IOE of national S&P is technology inefficiency; and (5) high level of scientific popularization IOE is conducive to improve the scientific literacy of citizens.Political suggestions are proposed finally in this thesis that:(1) the allocation of S&P resources should be further optimized to reduce regional inequality; (2) international advanced technology and experience should be adopted to enhance the utilization efficiency of S&P resources; (3) reasonable input of S&P resources contributes to waste reduction; (4) the quality of national S&P personnel should be further improved; and (5) it is necessary to establish a diversified financing mechanism and gradually realize the S&P industrialization.
