With the increasingly fierce international competition,the ability of scientific and technological innovation has gradually became an important factor to promote the international competitiveness.At the same time,the creative effect of science and technology finance has became more and more obvious as China's economy enters the new period of "improving quality and increasing efficiency,slowing down and adjusting gear".As an important part of science and technology finance,public finance can not only provide financial support for science and technology innovation activities,but also guide other financial resources into the field of science and technology innovation through a series of science and technology policies.So as to promote the smooth development of scientific and technological innovation.The coupling and coordination of public finance and scientific and technological innovation plays an important role in high-quality economic growth.Sichuan Province,as the strategic highland of economic development in the western region of China,is also a demonstration base for national mass entrepreneurship and innovation.The degree of coupling and coordination of public finance and scientific and technological innovation development will directly affect the speed of regional economy.Develop healthily.It is of great theoretical and practical significance to measure the degree of coupling and coordination between public finance and scientific and technological innovation in Sichuan Province and to analyze the regional differences and correlations,and to clarify this problem can provide important references for related scientific and technological management work.At the same time,it also provides empirical evidence for the reasonable and effective investment of public finance.Scholars at home and abroad mainly focus on the relationship between science and technology finance and technology innovation.The relationship theories about science and technology finance and technology innovation are relatively rich,which lays the foundation for the research of this paper.Through combing and sorting out the literature,it is found that public finance can perfectly solve the problems of market failure and information asymmetry in the process of allocation of scientific and technological resources,but there are few researches on public finance.Therefore,this paper takes 18 prefecture-level cities in Sichuan province from 2007 to 2017 as the object of study.Firstly,the government revenue and output of science and technology are selected as indicators to reflect public finance and scientific and technological innovation,and the index system of public finance and scientific and technological innovation is constructed.Secondly,the coupling coordination degree of public finance and science and technology innovation in 18 prefecture-level cities in Sichuan province is measured by establishing a model to measure the coupling coordination degree of public finance and science and technology innovation from 2007 to 2017.Finally,the Moran'I index is used to analyze the regional correlation of the coupling coordination degree between public finance and science and technology innovation in Sichuan province.Through the measurement of the coupling degree of public finance and scientific and technological innovation in 18 prefecture-level cities in Sichuan Province and the study of regional correlation,it is found that:Firstly,the coupling coordination degree of public finance and scientific and technological innovation in 18 prefecture-level cities in Sichuan Province presents a two-pole agglomeration situation,resulting in unbalanced regional development in Sichuan Province,because of the uneven distribution of scientific and technological resources in the geographical space of Sichuan Province.And the intensity of public financial support in different prefectures is different;Second,in 2007-2017,the coupling and coordination of public finance and scientific and technological innovation in 18 prefecture-level cities in Sichuan Province increased significantly,but there is still a large gap compared with the developed regions,because the Sichuan provincial government is paying more and more attention to scientific and technological innovation.However,the resources of science and technology in Sichuan Province are still scarce and the years of development are relatively short.Third,The coupling coordination degree of public finance and sci-tech innovation in 18 prefecture-level cities in Sichuan Province has a positive regional correlation,that is,the coordinated development of public finance and sci-tech innovation in each prefecture-level city is influenced by neighboring regions to a certain extent.The reason is that the development of science and technology innovation in every prefecture-level city will combine with neighboring regions to share and exchange resources.Fourth,in 2017,public finance in most prefectural cities of Sichuan Province lagged behind science and technology innovation,and the development of science and technology innovation activities has basically achieved a qualitative improvement,because science and technology innovation activities need more funds to support their development.
