Research On The Urban And Rural Residents Endowment Insurance In Zhejiang Province From A Perspective Of Public Services Equalization

In 2014,the "Opinions of the State Council on Establishing a Unified Basic Endowment Insurance System for Urban and Rural Residents" decided to merge the two systems of new-type rural social endowment insurance and urban residents'social endowment insurance,which marks the unification of the basic endowment insurance system for urban and rural residents across the country.The unification of the endowment insurance system for urban and rural residents follows the social security construction requirements of "wide coverage,basic protection,multi-level and sustainable,accelerate the construction of social security system covering urban and rural residents,steadily raise the level of protection" from "The 12th Five-Year Plan for National Economic and Social Development".It is also has a great significance to realize the equalization of public services in our country.Zhejiang Province has leaded other provinces on the establishment and implementation in urban and rural residents' endowment insurance system.Since the pilot implementation of urban and rural residents' endowment insurance system started in 2009,Zhejiang Province has achieved system coverage and full coverage of people in the exploration process,and has equalized the public services of urban and rural residents participating in endowment insurance at the institutional level.However,because of the setting of the system and the actual gap between urban and rural residents,it is also revealed several problems of the system through the implementation,such as the equalization problems between urban and rural residents,the equalization problems with government subsidies,and the equalization problems with the pension adjustment mechanism.According to the report of the 19th Congress,"we should speed up the equalization of basic public services",From the perspective of equalization of basic public services,this paper analyzes the achievements and problems of equalization in the implementation of the urban and rural residents endowment insurance system in Zhejiang Province,and put forward the perfect suggestions.
