The Research On The Right Confirmation And Transaction Of Rural Land,and Moderate Scale Management Of Family Farm

Agricultural land confirmation is an important policy to protect farmers’ interests from a legal perspective and agricultural land transaction is an important measure to realize the scale management of agriculture. In contrast with other forms of agricultural management, the family farm is more suitable for agricultural production, because it is not only has a high level of efficiency, but also the large number of economic benefits. With the developing process of the agricultural land confirmation, family farm would become a major form of agricultural management in our country in the future.This paper takes the policy of agricultural land transaction from the government, the spirit of the development of moderate scale management of agriculture as a guide, using economies of scale and scale reward theory as theoretical basis, drawing lessons from the result of the related research of domestic and foreign, taking the transaction of agricultural land confirmation and the development of family farm as research subjects, researching on the logic relationship between the confirmation and transaction of agricultural land and the family farm, discussing the development of family farm and the appropriate scale management. It was found out that:(1) Rural land approval flow accelerated the process of agricultural mass production, some new forms of agricultural scale operation has been spawned based on the rural land approval flow, such as larger farmers, cooperatives, agricultural enterprises, family farms, etc.(2) Among these new forms of scale operation, family farms developed more quickly and healthy, because the characteristics of family farms is in accord with the characteristics of agricultural production.(3) Due to the different land area per capita, the different production technology condition, and the different level of social service and the quality of workers, there is difference in development, proportion and scale between different family farms.(4) The problem of moderate scale for family farm is both a theoretical problem and a realistic problem. In order to develop the family farm in a healthier way, it is necessary to calculate the moderate scale area for the family farm to manage and operate. This paper would discuss the methods of measurement, and make some comparisons based on the actual situation of Shandong Province.Finally, this paper would put forward the countermeasures and suggestions about how to develop the family farm moderate scale management under grain planting pattern, which include: accelerate the process of agricultural land confirmation, stabilize and improve land management system. Promote the orderly transaction of agricultural land, establish the open specification of land transaction market. Strengthen the cultivation of family farm, Clear the dominant style of moderate scale management is family farm, establish and improve the family farm registration system, put forward in view of the family farm tilt policy, improve the agricultural social service system, actively organize the farmer training, improve the technology and management level of farmers.
