The industrialization of agricultural resources and the rapid advance of urbanization put forward new requirements and direction for agricultural development and rural land reform, dynamic factors to promote the development of agriculture for a long time are changing accordingly, various pressures and challenges highlighted gradually, which are need to further promote the agricultural reform and innovation to stimulate the internal driving force, to promote agricultural development.Land element is the key element in agricultural development, land system is also the most important system arrangement of the rural, at the same time, the land is the most important means of production and the property of the farmers and is the basic guarantee of subsistence farmers. Under the condition of market economy, the limitations of the household contract responsibility system and the small land scale operation increasingly prominent. The further development of rural economy and society needs to change the traditional mode of agricultural production and operation and adjust the allocation of land resources in rural areas to achieve the optimal combination of factors of production. The transfer of the rural land contractual management right, as it were, makes up for the defect of the current rural and agricultural development, which is the objective requirement of the rural productivity development and is also the internal demand of the agricultural scaled production and industrialization. At present, the rural land circulation problem is received concern of the decision-making level and the theoretical cycle. Urbanization is the fundamental way to solve the gap between urban and rural area, the urbanization development inevitably involves the optimal allocation of land resources, especially in recent years on or near the development of urbanization. Bringing the radiation and leading role of urbanization into full play and promoting agricultural modernization need the rational circulation of rural land to realize various forms of moderate scale management.This article collects literature of the rural land circulation and combs the current situation?agent?mechanism and model of rural land circulation in the larger sense. Take L village, BeiZhang town in XinJiang county for example in microcosm, through questionnaire survey and qualitative interviews, obtaining first-hand information, and then using statistics and econometric model to deal with the survey data. Combing with quantitative and qualitative analysis, the author makes an empirical analysis of relevant factors that affect farmers' land circulation will, including the farmers'basic properties, production factors, and family economic conditions, describes the current situation, reasons and existing problems of the rural land circulation to expand the depth of the research.Overall, the farmers showed higher land circulation will, but the actual circulation of farmland is relatively small, especially the farmers transfer between more limited. Due to the family farm and the development of rural non-agricultural industries, land circulation represent rapid expansion in the short term and a certain scale. However, the area of farmland circulation mainly belong to the government leading, this to a certain extent reduce the subjectivity of the farmers. In addition, under the background of urbanization with industrial and commercial capital to the countryside, the part of the land use change, namely the non-agricultural land, to a certain extent can reduce agricultural cultivated land area. The innovation of this article is from the perspective of promoting agricultural scale and modernization, the concurrently industry background, combining the current urbanization and agriculture to explore how to further promote effectively the reasonable and orderly circulation of rural land. Shortage is that the sample size is limited, so based on the holistic infer that there may be a universal; Statistical analysis with the qualitative interviews confirm still need to strengthen each other.
