The Research On Family Farm Development In Jilin Province

According to the ministry of agriculture did the survey on the development of the family farm for the first time in 2013, the results showed that the number of family farms achieved 877000 in 30 provinces, the amount of the cultivated land area reached 11.7 million hectares, the average scale of the management was 13.35 hectares, the average income reached 184700 yuan by the end of 2012. The development of the family farm consolidated the foundation of family management, made up the shortage of the ordinary farmers who were under separate management of small-scale, that was also the representative of the moderate scale management of the land. Fostering the family farm can increase farmers’ income, promote the development of modern agriculture. However, because of the family farm is a new type of agricultural management body, the family farm faces some problems in different areas, such as having different standards, the concept is not clear, the government support is not enough, social service system is not completed, the quality of the peasants are too low in Jilin province.This paper studies the current situation on the development of family farm in Jilin province, using the method of questionnaire and case analysis to find the problems on the development of family farm in Jilin province.Choosing the Yanbian family farm as the case analysis, summarizes the effective experience in promoting the family farm. Yanbian is the greatest Korean ethnic in China and the only autonomous area of Korean ethnic, which is also the area that explores the family farm firstly. Yanbian family farm is getting well development, by the end of 2013, the amount of family farm reaches 715, the circulation of land reaches 77911 8hectares. Which has promoted the land management in large scale Effectively, also the development of agricultural modernization. Yanbian government has published some policies to support the development of family farm. Which in financial institutions, credit insurance policies, leading farmers to take part in training and technical management actively. But, Yanbian has the special quality, the labor that goes to abroad to look for a job reaches 150000, accounting for 37.5% of the rural labor. The land transfer is huge, accounting for 22% of arable land. The average of family farm reaches 1250 mu. the area which has no similarities, can not develop the large-scale family farm, and depending on the natural environment in local area and the level of agricultural economy, then formulates supporting policies. At the end of the paper,I provide some suggestions to promote the family farm further in Jilin province.
