With the industrialization and urbanization continues to develop, China has entered a period of rapid urbanization. The features of our land resources are many people and less land, reserve resources deficiency, uneven spatial distribution of land resources, human and land contradiction. The scale of urban construction land inevitably continue to increase, which led to arable land resources are occupied. Resulting in protect of 18 million mu of arable land red line target in jeopardy. Facing with this situation, the policy of LUTRG came into being. Since the implementation of the policy, rural environment has improved in some areas, promote the new rural construction. However, in practice the interests of farmers not been effectively protected.The land value-added income unreasonable distribution often recur. So that the question of distribution of value-added income in the land by the concerns of the community. The questions of land value increment accounting and distribution has become the focus of problem management sector and academic need to explore and research.Therefore, this paper based on the theory of property rights, land rent theory, land development rights theory, the factors of production value theory and the theory of land security. Taking Liaoning as the research object, using the methods of questionnaires, discussion method and model analysis. The main conclusions are as follows:(1) Whether the exist of land value-added income and the amount of land value-added benefits is closely related to the demolition of old and construction of new district land use in the project of LUTRG.When the demolition of old districts is residential land, new construction is residential land and commercial land, the land value of per unit area is the largest.(2)When the demolition of urban residential land is combination of rural residential land and mining land, make the project area land value increment generated in both cases. On the one hand, when new construction land for commercial and residential land the land value-added benefits is exist. On the other hand, land value-added income is negative.(3) When the demolition of old districts is brick kiln, new construction in the proportion of commercial land and residential land, the higher the amount per unit area of land value.(4) In the LUTRG land value-added income distribution ratio between the different distribution of body can be defined as, demolition of old urban farmers obtain 20-30%, new build farmers obtain 20-30%, government access to land value-added benefits of 40-60%.
