Research On Influencing Factors Of Rural Surplus Labor Transfer

Rural surplus labor transfer is an important problem in solving "three rural issues", achieving urban-rural integration and realizing a fully well-off society. With the rapid development of the cities, a large number of rural surplus labors swarm into the cities, which meets the demand for labors and reaches the purpose of increasing farmers’income, while also seriously influences the development of the rural areas itself. Currently, the loose dispersible rural labor transfer has many disadvantages for the waste of human capital. Lacking of the research on surplus labor transfer in Liaoning Province, it is necessary to strengthen the research on rural surplus labor transfer factors in Liaoning Province.This paper aims to have an investigation over the characteristics and current situations of rural surplus labor transfer in Benxi city and grasp the latest trend of current rural surplus labor and the advantages and disadvantages relationship of surplus labor transfer in order to find out the influences of various factors on rural surplus labor transfer, thus promoting a systematic and orderly local surplus labor transfer. Based on the labor classical theory of abroad research, the collection of abroad labor transfer experience and characteristics and the research results of some domestic scholars, this paper has a field investigation in Benxi rural areas to inspect the current situation with a questionnaire, which includes personal information, income, views and ideas of social security and education system, etc. According to the combination of the literature views and questionnaire investigation, it divides the influencing factors into 4 kinds of economy, social policy, science and technology and labor. With the data information of statistical bureau in Liaoning province and Benxi city, including the change situation of rural surplus labor number between 2008 to 2014, this paper obtains the degree of association with the order from big to small between the data of 4 influencing factors of economy, social policy, science and technology and labor and 10 internal sub-factors and surplus labor number change by using grey relational analysis. The results show:the number of rural surplus labor in Benxi has the maximum degree of association with economic factors, ranking 1, in which, the annual growth rate of gross domestic product in Benxi associates higher; the degree of association between social policy and rural surplus labor number ranks 2, and the degree of medical insurance selected in the paper is higher; labor factor ranks 3, which shows the larger the labor number, the higher the transfer activeness; the science and technology factor has no big influence on rural surplus labor number in Benxi.
