The new normal of social governance leads to management of foreigners employment in the result of local economy development. As the reform and opening up has been deepened, further innovation is required as key point of social administration. New management models of foreigners employment shall be put forward on the basis of economic and social reformation adventure and experience in aspect of theory, institution, system and procedure. It is the very response to variety of foreigners employment patterns, increase in benefit claims, further administration pressure and reform on systems with the features of era, location and profession.The thesis bases on the theories of governance, governmental functions and HR management in the method of comparison and positive analysis. The author gives his viewpoint by analyzing problems and causes of foreigners employment according to administration practice, putting forward further improvement in relevant systems and method.Part One introduces the research background, current situation, methods and innovation point.Part Two reviews and reorganizes relevant concepts and theories according to definition and purport of foreigners employment management based on practice and new development of theories of governance, governmental functions and HR management in order to expound and prove the main argument.Part Three takes the city of WX for example to give a brief introduction to foreigners employment in WX, analyze the methods and results of such management and give basic proof of deficiency according to current situation and negative effect on illegal employment management.Part Four presents a comparative research on foreigners employment in China and abroad. Analysis based on such management in other developed countries reveals defect in relevant administration in China in order to obtain concerned inspiration.Part Five gives specific suggestions on improvement of foreigners employment management in aspect of laws and regulations amendment, working system reform, supporting measures reinforce and management difficulty resolution.The final part evaluates the achievement, summarizes the study and proposes further improvement.
