These years,China's reform and opening up continue to advance,economic and social continue to development,comprehensive national strength continues to increase.There are more and more opportunities attract foreigners to work in China.The numbers of foreigners working in China's increased year by year.They work in many industries.They injected fresh blood into our labor market.Some foreign investors brought international funds.Some foreign talent brought advanced knowledge,technology and ideas.Many foreigners worked in China have become the builders of the revival of our country from the witnesses of China's rapid economic and social development.In China,there are many departments to participate in foreign employment management at present,and they introduced their own policies and regulations.But they are relatively isolated from each other.The employment of foreigners and hiring units in China caused some confusion and opinions,the functional departments of the management has brought difficulties,but also for some negative or emergency treatment and law enforcement has brought difficulty.The Law of the People's Republic of China on Entry and Exit Administration has been implemented in July 2013,but overall,the management of the legal system on foreigners in China is still very weak.China has no specific legislation on the employment of foreigners,some of the existing regulations also lag behind the economic and social development,the existing law has been unable to meet the practical needs of the work,some provisions need to be revised and updated,or relevant laws need to be introduced to guide the relevant departments to work in order to fully protect the interests of Chinese and foreign workers and foreigners employment units.Then we can attract high-end and scarce talent to work for my use,while reduce the low-end foreign labor impact on China's job market,and promote the development of China's social health.The paper chooses the non-developed provincial capital C city as the sample,and combine with the economic development and environmental factors,by analyzing the status quo of foreigners employment and the current situation of management mechanism to find out the problems in foreign employment management,in-depth analysis of the main causes of the problem,and contrast to foreign experience.The author discuss how to manage,who to management,management,according to the theory of social management.This paper points out that our system lags behind social development needs to be supplemented,and put forward the feasible scheme to achieve the effective management of the employment of foreigners.This paper provides references for the revision of the employment management system for foreigners in China,the introduction of foreigners 'employment management laws and the integration of the functions of foreigners' employment management institutions.
