Research On Emergency Management Of Government Oilstorage And Transportation Industry In Zhoushan City

In 1980s,the global major developed economies emerged from "accelerated industrial economy" to "service economy". In developed countries, the proportion of the third industries among three industries has become higher and higher. The third industries has become the most important growth pole. And it also has become one of the important standards to measure a country or region’s level of development. It has been proved in America, Singapore, South Korea, and even Hongkong, Qingdao, Hangzhou in China. Based on the comparison of examples, this paper focuses on modern service industry and its market rules, which is "from the industrial services to process service industry". And with the government’s guide and support, the development of modern service industry has been speeded up remarkably. This paper also focuses on modern service industry government intervention theory, Michael Porter diamond Model, industrial structure theory, economic and social development stage theory, to demonstrate in theory that government promotes development of modern service industry.On June 30,2011, the State Council approved the establishment of Zhejiang Zhoushan Islands New Area. Zhoushan, as the Islands Marine Economy City, has very rich marine resources. It has provided a broad space for development of the modern marine services industry.In order to accurately analyze the advantages and disadvantages of Zhejiang Zhoushan Islands New Area for the development of modern marine services industry, this paper uses the SWOT analysis method. After a comprehensive study on the theory, this paper puts forward four suggestions:definite development strategy, strengthen modern marine services industry development, strengthen the modern marine services public platform construction, strengthen the management system.
