The Study On Industry Association’s Function To The Development Of Modern Service Industry

Entering into21st century, the proportion of modern service industry is increasing steadily, which has been an important engine to put forward social modernization and a significant indicator to measure economy developing level. The development of modern service industry requires not only the support of government and market, but also NPO’s (non-profit organization) function to make up government and market’s failure. Industry association, as a constitution of NPO, is able to be important strength to drive the development of modern service industry.On the basis of literature review, this paper will firstly define the basic concept of industry association and modern service industry; Secondly, analyze normative function like policy advocacy, industry self-regulation, talent convergence, resource integration and communication about industry association’s function to modern service industry and theoretical basis, as well as the interactive relationship between industry association and modern service industry. Then through the questionnaire and typical case analysis, taking Jiangsu service industry federation for example, demonstrate the dilemma and reason on the process of function expression to the development of modern service industry. Finally, combine development situation of industry association with that of modern service industry, and from five aspects like establishing and perfecting laws and regulations, innovating government regulation system, perfecting internal management and supervision mechanism, explicating association purpose and orientation, put forward countermeasure of industry association’s function to the development modern service industry.
