With the improving of the social and economic development, high human capital content, high technology content and high added value of the modern service industry become the important impetus of economic development. At the same time, in recent years, all regions of the country and have accelerated the pace of industrial structure adjustment, and modern service industry in the process plays to optimize industry structure, stimulating regional economic growth, increase employment and improve the income level of residents, such as an important role, especially as the "Silk Road economic belt" core area of Xinjiang, by virtue of the advantages of resources, location, policy, clutching the opportunity of development of the modern service industry, to promote Xinjiang’s rapid economic development. But the challenges and opportunities, The modern service industry of Xinjiang started lately, founded weakly and the development environment poorly, these problems can not be ignored will seriously restrict its development process. Based on this, this paper will make a comprehensive analysis of the development potential of modern service industry in Xinjiang, and then improve the quality of economic development in Xinjiang.The first part introduced modern service industry in Xinjiang’s research background and significance both in theory and practice, and summarizes the related research results of the current domestic and foreign scholars to the modern service industry of, and formed the research ideas of this article reviews the existing literature and research results in the foundation, and according to the need of actual research establishes the content and methods of this study. The second part of the modern service industry development of the relevant theory and the leading industry selection basis for the theoretical basis for the empirical research.The third part describes the development status of modern service industry in Xinjiang. Firstly,objectively analyses the overall size of the development of modern service industry in Xinjiang, and comes to the conclusion that the growing size of the modern service industry in Xinjiang; secondly, the internal structure of modern service industry in Xinjiang assessment found their industrial structure is not reasonable; finally carries on the analysis to the Xinjiang Modern Service industry employment structure,show that modern service industry failed to achieve the transfer of labor force, to solve the employment.On this basis, to find out the problems existing in the development of modern service industry in Xinjiang,the results show that the internal structure is irrational, lack of innovation ability and the lack of talent and so on limit the development of modern service industry in Xinjiang.The fourth part as the focus of this paper, in the clear development of Xinjiang modern service industry advantage, on the basis, using production function method, entropy weight TOPSIS comprehensive evaluation method and deviation- share analysis of the development potential of modern service industry in Xinjiang is a comprehensive analysis. Moreover, puts forward three suggestions to the development of Xinjiang modern service industry based on the above empirical results, which is the road of industrial convergence, cluster development and characteristic development. Secondly, this paper puts forward the corresponding countermeasures and suggestions in order to promote the development potential of modern service industry in Xinjiang and promote the development of leading industries, and provides a new idea for the development of modern service industry in Xinjiang.The main conclusions of this paper,first of all, the potential value and actual value of modern service industry are calculated by the production function method, and the potential level of Xinjiang is increasing year by year. Secondly, the potential value of modern service industry in Xinjiang is lower than the actual value, indicating that there is still a big rise space, and the space to improve will be mainly dependent oncapital investment and increase human capital input,. Again, through the H-P filtering method to study the development period of modern service industry in Xinjiang, it is found that the development of modern service industry in Xinjiang is in the expansion phase after 2012, and has a good opportunity for development. Finally, through the comprehensive evaluation can accurately locate the development potential of modern service industry in Xinjiang in the northwest region of the middle level, it shows that the modern service industry in Xinjiang has advantages and deserves to be improved. In addition, makes use of the shift share method from the share from component, structure deviation component and competitiveness deviation component to determine the leading industry of modern service industry in Xinjiang: in transportation, storage and postal industry, finance and education industry, leading industry radiation drives other industries common development.Finally, this paper puts forward the innovation of this paper lies in terms of elements from the input starting to measure the potential of development of modern service industry and according to the conclusion, put forward relevant countermeasures and suggestions, with strong practical significance and application value.
