Research On Agricultural Investment Efficiency In Northern Shaanxi

With the progress of society, the proportion of the three major industries (agriculture, industry, and service industry) is also changing. However as the first industry, the basic status of agriculture as national economy will not change. The development of agriculture affects not only the country’s intergral economic development, but also the bsaic survival of people and the independence of national sovereignty. Therefore, no matter how the economy develops, the development of agriculture is always the most important, so we must pay more attention to the improvement of agriculture to meet the needs of the basic survival of people. Northern regions of Shaanxi is an important agricultural development area of Shaanxi Province. Its process of agriculture modernization is directly associated to the intergral trend of Shanxi agriculture development and affects the implementation process of the Western Development Strategy in China. The present stage of research and analysis in our country is mainly taking the nation and province as the subject of macro analysis and the analysis in the northern regions of Shanxi is less, but the agricultural investment efficiency of the northern regions is the very important problem which the Chinese government concerns about, so this paper uses the Data Envelopment Analysis(DEA) approach to do an in-depth analysis of the agricultural investment efficiency in Northern Shaanxi, in order to provide references for the development of agriculture in Northern regions of Shaanxi.This paper introduce the DEA evaluation model to the efficiency evalaution of Northern Shaanxi region’s agricultural investment efficiency evaluation, through constructing the corresponding evaluation model and index system, selecting 20 districts in Northern Shaanxi to analyze their agricultural input and output data in 2010-2014 by DEA efficiency evaluation. Through horizontal comparison of each district or county and longitudinal comparison which changes year by year,we find that there is a gap inevery districts in investment efficiency,but the agriculture has been improved better in Northern Shaanxi. At the same time, the article establishes the Tobit model to the factor that influces the efficiency.We find that agricultural modernization, Fund for supporting agriculture and the per capita net income of rural residents have a significant effect on it. And there is a positive influcence for the efficiency between the former two.Finally, The article puts forward suggestions on the agricultural development in Northern Shaanxi from four aspects:the regional support, the scale management, financial support for agriculture and the improvement of the wages of rural residents.
