Water is the source of life. China is one of the countries with a deficiency of water resources in the world. Meanwhile, China, as a big agricultural country, suffers from agricultural water shortage. The most important purpose of agricultural water is for grain production irrigation, while irrigation farmers’ decision-making behavior is the core of irrigation water. The 1st document of the central adopted by central authorities has locked on "agriculture for 13 years. The central document clearly stated that more attention should be paid to promote large-scale irrigation and water conservancy construction, especially to rural water irrigation issues.Shijin Irrigation District is located in central and southern Hebei plain which is in south central of Hebei Province where is extreme lack of water resources in China. But, this place is also the three main northern winter wheat region wheat producing areas of China so that it plays an important role in the protection of wheat production in China. So the study Shijin Irrigation farmers have irrigated food production decision behavior typical of the country to promote rural irrigation water conservancy construction.Based on the studies of former researchers, this study designed the research framework and summarized research methods. The research objects are farmers from the irrigation area. A field study was conducted among 289 peasant households from 27 villages which belongs to 3 cities,Shijiazhuang, Hengshui, Xinji in Shijin Irrigation District. Data collection was conducted through questionnaire. Besides, materials were gathered by reading water conservancy, economic yearbook in China, Shijiazhuang, Xinji, Hengshui and other places. A descriptive analysis was conducted on the individual characteristics, production conditions, operating conditions and irrigation conditions of 289 households which could be divided into 2 categories, 5 subcategories and more than 20 aspects.Binary logistic, Multinomial Logit and other measuring model were used to analyze some of the factors on farmers’ irrigation decision-making behavior in a specific behavior choices and decisions related to irrigation Intentions. Then, main conclusions and suggestions was put forward. And some relevant theoretical basis offered to promote the construction of irrigation and water conservancy construction and policy making in China.The main conclusions: First, to increase farmers’ income is the cornerstone to promote positive decision-making behavior of rural households Irrigation. Second, the good social and cultural environment in village is the external environment for famers to pay attention to relevant information. Third, based on the analysis of questionnaires and site visits, combined with our current situation in rural irrigation, obsolete equipment, lack of responsibility of the main features are the characteristics of Rural irrigation facilities.Fourth, the certain degree of concurrent business and labor migration would have a positive effect on farmers’ irrigation method of choice, which encourages farmers to choose more efficient irrigation methods. Fifth, Shijin’s irrigation farmer family agricultural land-use has the obvious "economies of scale" effect. Sixth, the degree of decentralization of cultivated land would affect farmers irrigation efficiency.Therefore, some suggestions and advice which help farmers to make positive effect on farmers’ irrigation decision-making behavior were proposed. We hope that these suggestions and advice could provide theoretical support to improve the level of China’s rural irrigation. First, build land circulation mechanism, reduce the degree of fragmentation of land in the village, stimulate farmers invest more energy in agricultural production. Second, encourage trend of part time among farmers to increase the income of farmers off-farm employment, enhance the economic level of rural households. Third, build a good basic social and cultural environment, and guide farmers to absorb new technologies and new knowledge, increase effectively irrigated farmland.Fourth, strengthen policy support for small rural irrigation water conservancy. On the one hand, subsidies from government could offered to the farmers who build new water conservancy facilities which reduce the financial burden of rural family. On the one hand, a rational distribution, optimizing configuration could promote the utilization efficiency of the small water conservancy so as to protect underwater resources. Fifth, training on promoting irrigation related knowledge and technology should be conducted to make sure that irrigation technology knowledge would be grasped more in the rural areas.
