However, it is undeniale that the rapid growth of current economy is based on the high standard of energy consumption and high intensity of land exploitation, and the high economic cost has become the bottleneck of sustainable development.Numerous studies have shown that land use has an important influence on the carbon emission and carbon absorption of the ecosystem, complying with the new requirements of the low-carbon economy we should make rational use of land to reduce the carbon emission. The traditional evaluation method of land use efficiency is not comprehensive which only considering the social and economic benefits and often ignoring the adverse effects of land use structure adjustment to the environment.How to improve the efficiency of land use and economic output per unit of land by adjusting the land use structure while reducing the negative impact on the environment as much as possible has been the research topic in academic circles.For this reason, based on the measurement of carbon emission effect this study used the data envelopment analysis model which contained undesirable output to estimate the efficiency of land use structure of 16 cities above county level in Hubei province and explored the constraints to improve the efficiency of the city. According to the results of the model analysis, this study put forward different control policies to guide the regional land use. The concrete research contents are as follows:First, discussion on the deficiency of the current research on the land use efficiency through sorting and analyzing a vast amount of literature about land use efficiency, carbon emission of land use, low-carbon land use pattern. On this basis, the paper further puts forward the research emphasis and direction.Second, analyzing the variation of land use structure in different cities of Hubei province, exploring the carbon emission level and intensity, econimic intensity and its spatial and temporal evolution characteristics, then setting a further research of the decoupling relationship between carbon emissions and economic development.Third, in this study we used the method of DEA to analyze the efficiency of the land use structure and ispatial and temporal evolution characteristics, then analyzing the change rules and reasons of comprehensive efficiency, pure technical efficiency and scale efficiency variation. It can be concluded that: 1) The overall efficiency ofland use structure in Hubei Province was in a relatively high average, the efficiency of each city generally shown signs of fluctuating increase during the study period;2) the spatial variance of the efficiency has been changed, in 2000 the highest value appeared in Wuhan which was the single center, but gradually evolves into the structure of two centers in southeastern and western in 2012;3)to the cities around Wuhan, the efficiency of land use structure was relatively low, these cities have great space on carbon emissions;4) Using a single economic output indicators to measure the efficiency of land use structure is not rigorous enough, it can be observed that higher efficiency value ranking city which are not all in higher place in per capita GDP ranking.Finally, to improve the overall efficiency of urban land use in orientation,considering the factors of land use structure optimization, economic output improvement and carbon emission reduction this study propose a improvement scheme of structure efficiencyof land use under low carbon target. According to the results, redundancy of construction land, shortage of the secondary industry and the tertiary industry output, excessive carbon emission the two or three industrial output value of the construction land and the net carbon emission constraint the improvement fo the structure efficiency of land use in Hubei Province, the capital city, cities in the metropilitan area, citise in the Western Hubei ecological cultural tourism area should develop differentiated land use policy based on their own characteristics. |
