Study On The Problems And Countermeasures In The Implementation Of Official Card System In Wujiang District

With the deepening of the financial management system, business card system reform is a kind of innovation of public financial management system and an important part of the centralized treasury payment system reform. Since 2007, the Chinese government launched the civil service card system reform, in 2012 the nationwide comprehensive promoted. AS a new kind of financial settlement, business card system make up the opaque spending,inconvenient settlement,inadequate supervision and other phenomenons in the cash payment system. In a certain extent, the new financial settlement can improve the transparency of the public expenditure and the work of the government, control the budget for the cash and cash flow risk, prevent corruption from the mechanism, reduce official officers violating law and discipline. In recent years, the budget management system was gradually deepened, governments gradually realize the official card system is implemented, the country institutions combined with the actual situation were to try and explore, business card system implementation continues to expand coverage and widespread concern in the community, promoting business card system has become an inevitable trend.The main body of this paper adopt literature research method and comparative research method and interview method,take the investigation of business card system reform in Wujiang area, combined with the development of business card settlement system at home and abroad. Study the implementation of budget units, business card acceptance environment and the service of commercial bank in Wujiang District. Systematic analysis the business card settlement system in the running process of the existing problems and solutions in Wujiang District, Suzhou City. Course analysis comes to a conclusion: business card system includes the departments of finance, budget units, issuers, cardholders and so on,and by the relevant supporting policies and regulations, environmental and business card support system and many other factors,it is a heavy workload, wide range, high coordination work.So financial departments should coordinate the relationship with other departments, increase the training of public card system advocacy, improve the card using environment, enhance the use of official card with NFC, bring introduction of competition among banks and so on, promote the business card settlement system steadily development in Wujiang district.
