Research On The Relationship Between Government And Enterprises In Coal Mining Subsidence Governance

Shanxi as an important area of coal resources,because of the 5000 square kilometers of mined out area and the subsidence area of 3000 square kilometers,it has a big gap between rural living environment and actual demand,which hinder the building of a well-off society in an all-round way in 2020.In order to eliminate poverty and protect people’s lives and property safety,to promote the modernization of governance systems and governance capacity.In 2014,Shanxi province has implemented a new round of mining subsidence management led by government with the participation of enterprises.In the process of governance,the government and the enterprises inevitably interact with each other around resource with the former as its regulator and the later as its operator.During the two sessions in 2013,general secretary Xi Jinping pointed out that “the official” and “the business“should know how to associate with each other.A hedge between keeps friendship green.There should be a clear distinction,instead of sharing everything.In this year’s two sessions,general secretary Xi Jinping clarified the new type relationship between “official” and “business” with two words featuring kind and clean.It is a regulation that leads us not only to thinking but also acting.The sound official-business relationship helps to achieve the goal of local governance.Whereas,integration of the two restricts the process of governance in mining subsidence area.Based on the typical case we followed up in a certain town of Jinzhong in Shanxi Province,we,in this paper,tried to sum up the solutions to reshape the relationship between the official and the business to promote the governance in mining subsidence area,from the individual case regarding unhealthy relationship of the two.Therefore,seeking logical common from the particular to the general,we can enlarge the logic of integration of the official and business,plus the build path of the two cooperation to the universe.Except the introduction,five parts are involved in this paper: Thefirst part is the theoretical basis of this paper,elaborated the coal mining subsidence area governance in the division of government functions and relations;The second part is the current situation of the relationship between government and enterprises,introduces the behavior of government and enterprises in the case of governance,summed up the government and enterprises.The third part is the formation of the reasons for the analysis of the lack of cultural ideas,the expansion of government power,property rights system is not scientific,lagging behind the construction of the rule of law and lack of social participation.The fourth part is to put forward the countermeasures of constructing the relationship between government and government,and reform the cooperation between government and enterprises from the five reasons.Finally,from the special to the general sublimation,based on the rationalization of China’s development of government and enterprises,regardless of the official business,to explore its formation of logic for the internal system that cultural logic,external system that political system,economic system and rule of law,Is committed to clarify the logic of internal and external,to build a new economic normal government-enterprise cooperation.
