Three times in the 12 th National People’s Congress meeting, The prime minister Li Keqiang is putting forward to the "Internet +" plan of action for the first time in his government work report. The Internet as one of the 20 th century’s greatest scientific and technological achievements, has penetrated into the political, economic, cultural and other fields, has changed our way of life, work, production, also led the innovation drive development of the "new normal". The urban competitiveness evaluation research, existing in our country, mainly focused on the political, economic, cultural, ecological and social comprehensive evaluation, and objectively promoted the city urban competitiveness evaluation research, but as the city competitiveness evaluation research face the change of social environment, the existing evaluation index can be generalized, not innovative,timeliness, can’t well meet the needs of the present urban competitiveness evaluation research. The Times trend, therefore, to improve urban competitiveness has become an important strategic goal of urban development.Based on this background, this article embarks from the Internet service environment to research city competitiveness. First of all, we need to explain the research significance,research methods, research contents and reviewed the domestic and foreign research present situation, from the urban competitiveness theory, index system, research methods and suggestions; And combined with the theoretical basis of urban competitiveness,including the comparative advantage theory, competitive advantage theory, new economic growth theory, etc., defined the Internet, the urban economic competitiveness and related concepts. Then, by constructing urban competitiveness theory model, we analyze the 17districts’ urban competitiveness through establishing the evaluation index system of urban competitiveness; At the same time, according to a district of Shanghai city competitiveness evaluation, 17 urban area can be divided into strong competitiveness, strong competitive ability, four categories of general competitiveness, weak competitiveness from high to low with the method of clustering analysis. Results show that: firstly, we can learn it has a clearlink between the Internet and urban economy; Secondly, we got the urban competitiveness rankings by BP neural network and factor analysis under the perspective of Internet service, and the results of two methods are consistent; Thirdly, 17 cities of Shanghai mentioned in this paper can be divided into four categories in clustering analysis, including strong competitiveness of the city of Yang’pu district, Chang’ning district, Huang’pu district, Xu’hui district, and Jing’an district, the stronger the competitiveness of cities has Pu’dong, Min’hang district, Pu’tuo district and Zha’bei, general competitive city has, for,Feng’xian district, Bao’shan district, Jia’ding district, Hong’kou district and Song’jiang,weak competitiveness of cities have Jin’shan district and Qing’pu district. The end of the study, combined with the previous research and the results of theoretical research and empirical research, to help 17 cities of Shanghai sort out their own city planning and construction model and present multi-level, wide-ranging and comprehensive strategies to improve the competitiveness of the city for making the international Smart city.
