Since the central governments decide to develop Shanghai to be an International port center in 1995, it has made great progress. Especially, all indices related to Shanghai port economy raised in 2006, bulk throughput has grown to 0.537 billion ton which is 90 million ton more than that in Singapore ranked first in the world, while the container throughput grow to 22.17 million ranked third.It is essential to research on port economy related concept, character, function, supply and demand effect and driving factor. It is really helpful to use these theory and discipline into practice, and evaluate Shanghai port economy comprehensive competitiveness back for making effective policy.Firstly, Based on the develop mode and evolution mechanism of port economy, this thesis presents the measure indices of Shanghai port economy which include regional economy, international trade , port size and investment affect port economy.Secondly, uses factor analysis method under the help of software SPSS to extract factors which is used to analysis the main driving forces for Shanghai port economy during 1991 to 2005. Then comprehensive factor score is calculated to analyze the developing trace of Shanghai port economy.Finally, use the result from factor analysis method distinguish the port economy developmental state, then use self-organizing competitive neural network to train the network which is eventually used to forecasting the future state of port economy competitiveness.The thesis has studied the evaluation model for port economy competitiveness which provide an effective method to acquire the really state of Shanghai port economy and make correspond policy.
