China’s CNC machine tool industry after years of development has achieved great success, not only is the pillar industry of our national economy, industrial output value of machine tool are also among the best in the world, China has become one of world first big machine tool manufacturing country. However, China’s industrial advantages are mostly concentrated in the low-end machine tool market, in recent years continued downturn in the industry, the world machine tool power is still high-end technology, market, and brand of a few developed countries to master. Faced with such a big and not strong situation, by drawing on the United States, Japan, Germany’s industry development experience, China’s equipment manufacturing industry must take the road of technological innovation in order to break this pattern. However the majority of our CNC machinery manufacturing enterprises rarely carried out technological innovation projects, because of technological innovation projects under the uncertain factors of too much interference, high risk, high cost, and domestic equipment manufacturing enterprises do not pay attention to the project risk management, lead to the technological innovation project failure rate is very high, to the enterprise losses. Therefore, it is necessary to carry out a standardized and effective risk management of technical innovation projects, to avoid the risk of project and to improve the success rate of technological innovation.The equipment manufacturing industry technological innovation project as the research object, through the study of contemporary literature, from the theory of project risk management deep into technological innovation project risk management theory, combined with China’s CNC machine tool industry development course and the present situation of and then compared with the developed countries the successful experience of, looking for a breakthrough of the plight of the industry is technology innovation project risk management theory with to the machinery manufacturing industry project, it is the a innovation. In company F of the large professional high-end NC equipment and technology innovation project as a case study, based on project life cycle and the risk factors of two ideas, the use of various research tools, in accordance with the general project risk management process, carry out analysis of risk identification, risk assessment and risk should be on. This is another innovation point of this paper.Then in the guidance of the idea of qualitative and quantitative, the AHP model for computing tools for project risk evaluation, identification of risk factors, establish large professional high-end CNC equipment technical innovation project risk evaluation index system, using analytic hierarchy process, the risk assessment index system applied to the hierarchical structure model. After layer by layer structure judgment matrix, the multi-level hierarchical structure is formed, and the risk factor is quantified by the 9 scale method with the basic principle of the two-two factors. Rank order in single level and level through the consistency test, out of the calculus results ranking, re quantization index gives the significance of risk factors, divided into a, B, C three risk factors level, where a serious risk, B for general risk, C for the light breeze insurance.Finally, from six aspects of environmental risk, technical risk, schedule risk, market risk, financial risk, management risk, the corresponding strategies are formulated in view of the uncertain risks contained in different risk factors. And then combined with the F company’s actual situation, before referring to the division of risk factor levels, according to the risk factors are arranged from high to low, risk coping strategies used in large-scale professional high-end CNC equipment technical innovation project instance.
