In recent years, the development of underwater tunnel in our country is very rapid. The feature of this kind of project is huge-investment, long construction period, high construction technology requirements, involving many stakeholders, so there are many uncertainty factors and risk factors in those underwater tunnel projects. At the beginning of metro line 8 river-crossing tunnel project which is under construction, the out of core stakeholders and the addition of new stakeholders lead to delay for ten months.In the research of project management, the relationship between project stakeholders is the key to the success of project, including contract and relationship. Previous studies mostly used social network analysis tool to analyze the project management network, mostly studied on the relationship between the static network. But the risk of the project is not a static immutable, along with the advancement of the project and the continuous game between different stakeholders, the risk will be spread and diffusion in the network. But current studies involved rarely about how to effectively deal with the risk spread network.This article will combine metro line 8 river-crossing tunnel project and use the structure of the complex network tools to do research from two aspects, network risk and risk spread.This paper mainly divided into the following three aspects:First of all, this article reviewed of related research about underwater tunnel engineering project governance. Taking subway line 8 as study case, the fact which due to the project stakeholders’temporary quit lead to great losses for project was introduced carefully,and then the importance of studying project risk was verified based on the perspective of stakeholder relationship network.Secondly, this article established the project stakeholders relationship network of W city cross-river metro line 8 project. On the basis of the project stakeholders identification and their relationship identification,relationship intensity index was used to empowerment the relationship network,and then established the stakeholder relationship network for underwater tunnel g project. And then this article used a set of tool of complex network such as aging and vulnerability index to measure and analyze the relationship network. This article studied the risk spread of stakeholder relationship network referenced DeGroot model innovatively. On the basis of the risk spread theory, this article used DeGroot model to analyze the risk spread process through stakeholder relationship network.Finally,this article puts forward some specific risk coping strategies based on the above analysis and explained them combined with the practice, there are certain guiding significance to the actual operation. And then two different risk coping strategies was put forward based on the results of risk spread, after the effectiveness of risk coping strategy is proved by math model. This article also presented some specific measures from the practice,and they also had certain reference significance for similar project.This paper paid attention to the combination of theory and practice, and the complex network is introduced into the study of relationship risk of the underwater tunnel project quantitatively. And then this article studied the risk spread of stakeholder relationship network referenced DeGroot model innovatively. Finally, this article puts forward some specific risk coping strategies.
