In recent years the frequent natural disasters, such as flood, earthquake, snowstorm, have caused severe damage to environment. They seriously affected economic development. As the leader of the tertiary industry, tourism industry highly depends on natural resources and easily be impacted in the disasters. Tourism industry has a high multiplier effect, adding one tourism industry job in other industries can increase five jobs, the development of tourism industry directly affects the health of local industrial structure. At the background of the state vigorously promote industrial restructuring, local governments attach great importance to the development of tourism, especially in post-disaster restoration and reconstruction of economy makes the tourism industry as the focus of the economic recovery. However, the Chinese government’s experience in the field is insufficient. Many problems exist such as low efficiency of policy tools, the concept confusion, and unclear function. The existing literatures haven’t deeply explored the administration logic of local government in post-disaster reconstruction, the logic is from environmental policy to policy ideas, then to policy instruments.Selecting Ya’an as the research object, with the grounded theory analysis method, the thesis attempts to dig out the decision logic through the analysis of government official news, work reports, project announcements and policy documents from 2005 to 2015.Through studying the relationship of the three conceptions of policy environment, policy ideas and policy tools, the thesis concludes the decision logic of tourism that Ya’an has before the disaster and in the post-earthquake reconstruction, and then builds up its tourism decision logic model. It is hoped that this research can instruct the government to combine post-disaster reconstruction and tourism industry, and then convert the disaster to an opportunity of development. Meanwhile, it also supports tourism decision-making for other areas.This paper mainly includes six parts: The first part discusses the research background and significance of this paper, the theoretical basis and research methods and so on. The second part is the definition of the relevant concepts and literature review. The third part elaborates the method of grounded theory and case analysis. The fourth part describes resources collection and coding and content analysis. The fifth part is to provide a logical discourse analysis and logical model. The sixth part is the conclusion and follow-up research.
