With the advent of the knowledge economy times, the rapid development economy depend on the technological innovation increasingly.Especially since the Eighteenth National Congress of the CPC, the slogan of "Made in China 2025" and "public entrepreneurship and innovation" is proposed,the technological innovation is referred to an unprecedented height. In this background, the industry-university-research cooperative innovation is becoming more and more important. Therefore, it has important practical significance that using the network trend of industry-university- research cooperative innovation to promat the development of industryuniversity-research cooperative innovation, and improve the knowledge flow and output of research cooperation.Firstly, this study define the concepts of innovation networks and knowledge spillover. Then,systematically analysis the network structure and the open of the network,and divided network structure into three dimensions of network scale,network density,network centrality;use the exogenous of network to measure the openness of the network;establish the factor model of the knowledge spillovers in the innovation network.Based on theoretical mode, through Soopat patent search platform,the study statistic the 2004-2012 cooperative patent of Shanxi Province,use the ucinet6.0 software to handle the statistical data, Establish the relation matrix between the main cooperation,and establish the industry-university-research cooperative innovation network of Shanxi Province based on the cooperation matrix.According to the analysis of the cooperative innovation network,get the network structure of cooperative innovation networks and the external node data.At last, the study use knowledge production function established the empirical model, and use the software of Eviews8.0 to regression analysis and testing the empirical models.The results show that: the industry-university-research cooperative innovation policy of Shanxi effect significantly,the the industry-university-research cooperative innovation network developed well; network scale, network centrality and exogenous node has a positive impact on the knowledge spillover level of the network; network density has a negative impact on the level of network knowledge spillover.
