Research On The Japanese Industry-University-Government Cooperation In Open Innovation

Since1990s, the competitive advantages of manufacturing industry in Japan weregradually weakened, and Japan came into a decade-long downturn. Confronted with theincreasing international trade friction and industry hollowing out, the Japanesegovernment realized that there was no other than pursued basic and pioneering research toguarantee the continuous competitiveness of the country and enterprises. After ten years ofexploration on transformation of innovation system strategy, in order to restore itsinternational competitiveness the Japanese government implemented a series of reform onindustry-university-government (IUG) cooperation under the open innovationcircumstance. Analysis of strategy transformation of Japanese IUG cooperation couldprovide academic underpinnings and experiences to the promotion of IUG cooperationmechanism in China.First, this thesis generalized the literatures on IUG cooperation, Japanese IUGcooperation and open innovation, then, analyzed the limitations and shortcomings of theliteratures. On the basis of literature analysis, this paper summarized the history ofJapanese IUG cooperation, and find Japanese industry-university cooperation achieve arapid development, all entities launched substantive IUG cooperation actively.Subsequently, this thesis analyzed the transformation background of industry-universitycooperation, the reform of government administration system under open innovationcircumstances, the reform of university management system and the enterprises’innovation model transform, and then, established the promotion mechanism of JapaneseIUG cooperation based on the concept of open innovation. Next, with the analysis ofuniversity characteristics and important policies of IUG cooperation promotion, this paperconstructed an IUG multiple model under open innovation and chosen NARA Institute ofScience and Technology as a case to verify the model. The constructed“government-dominant IUG cooperation promoting mechanism” and “take economyactivate, enterprises technological strategy, intellectual property rights circulation,university education research, and knowledge network five directions as center of IUG cooperation multiple model”, and also the suggestions advanced according to Chinesesituations have academic and managerial implications on the developing of China IUGcooperation under open innovation.
