Food safety is not only about people’s lives and health, but also reflecting the level of a national legal system and social management and people’s living standards. However, food safety incidents occur frequently in China. The issues become worse, which has caused a serious threat to the public’s life and health. Gradually the problem has become the focus of social public concern. To realize the effective governance about food safety issues, We need scientific guidance in theory and useful exploration in practice.Food safety is a kind of public goods. In fact just rely on the government’s "solo" is difficult to obtain the ideal effect. Social cohabitation governance is the development direction. However, during the survey about food safety management, we found that social intermediate organizations rarely involved in the. And the government has no great enthusiasm to with social intermediate organizations, while it tends to cooperate with consumers, and make them play a great role in the work of food safety management. However, the power of the consumer is more dispersed. So it is difficult to achieve a ideal result. Also in the survey we found that consumers are lack of food safety knowledge seriously, and their enthusiasm of participation in food safety management is very low. So at present, food safety management work is mainly done by the government. At a result the efficiency of the food safety management is very low and the current situation of food industry is a cause for concern.In this paper, by analyzing the background of food safety problems and carding on previous literature, the author identified the research space and scope of the article. According to "the will- conduct- performance" analysis route, the author analyzed the willingness, the governance practices and the performance. Through the field investigation, the author obtained first-hand information. To explore the influence factors of collaborative governance, the author used the logit regression model to analysis the first-hand data which obtained from the field investigation. To get some reference about food safety management, the author studied the governance practices abroad. In the end the author put forward that to realize the coordinated management of food safety, we should improve the system arrangement, improve the government, consumers and social organization of cooperative willingness and behavior ability. Then the performance of food safety coordinated management will be improved.According to the survey of consumer cooperative willingness and behavior ability, the author thinks that firstly the government should perfect the legal status of consumers and safeguard the legitimate rights of consumers. Secondly, the consumer should improve their food safety consciousness, and enhance the legal awareness and self-protection capability. Thirdly, the mechanism of information sharing should be perfected. So consumers will get more information about food safety, which will improve their willingness and ability together. As for the government, the government’s accountability should be perfected. And the department responsibility should be cleared to avoid excessive regulation or regulatory gap. As for the Social intermediate organizations, The government should give them more power to improve their autonomy, strengthen internal management, and perfect the supervision mechanism. So their ability of the governance of food safety will be improved.
