Food Safety Governance: A Case Study Of Nanyang City

Food is the most important material basis for human survival and development, at the meantime food safety is the vital standard to measure living quality of people, level of social administration and legal system construction of the country which concerns the economic development and the social stability. In recent years, China’s food safety situation is not optimistic when food safety incidents not only damage the health of the people but also influence negatively to the country’s economic development, political stability and social stability.This article proceed research by discussing food safety management theory and social collaborative governance theory,analyze the meaning of food safety governance theory and the current situation of the food safety management system in China. Through the analysis of the challenge, methods and achievement of the Nanyang City’s practice in food safety and social collaborative governance, by the same time food safety governance modes in the United States and Germany are mentioned and dissected in order to bring out the target and path to construct the food safety social collaborative governance system. The countermeasures specifically include improving laws and regulations, improving government regulatory capacity, promoting the credit level of enterprise, enhancing the status of industry associations, playing the role of the media guide, broadening the channels of consumer supervision and so on.This paper is divided into five chapters. The first chapter is the introduction which illustrates the topic background and the significance, discusses the research situation at home and abroad for food safety governance and social collaborative governance problem; a brief description of the research methods, innovations. The second chapter is an overview of the theory of food safety governance. The third chapter describes the practice of Nanyang city including the challenge and achievements. The fourth chapter point out the enlightenment of the United States and Germany ways.The fifth chapter propose the deficiencies and sum up the reasons while suggesting lessons from foreign experiences, so that the according to the overall goal and build path are clearer when it comes to the food safety governance. The sixth chapter is the conclusion, summarizes the research results of this paper.
