In recent years, China’s greenhouse gas emissions grow rapidly, accounting for a significant increase in the proportion of the world. From the point of view of the long-term trend of economic development, China is currently in the stage of industrialization and urbanization and infrastructure construction is not yet complete. Mass consumption, housing demand will continue to rise, which will further promote the rapid growth of energy demand and carbon emissions, which leads to the inevitable increase trend of China’s carbon emissions. Meantime, with the rapid economic growth, China’s pressure of facing the energy, resources and environmental is increasing. In order to achieve multiple objectives of energy security, resource security, ecological protection, the development of low carbon economy and the construction of low carbon society is an important measure to achieve sustainable development. Chongqing as the country’s first low-carbon pilot cities, the development of low-carbon economy is no delay. Under the country to strictly control the total carbon emissions, Chongqing’s carbon emissions is mainly in industry, and industrial carbon emissions is mainly in the "6+1" leading industry. Therefore, to achieve the low carbon development of Chongqing "6+1" leading industry is of great significance to the construction of low carbon city in the future.This paper firstly introduces the history and development of leading industries of Chongqing, the current situation of its energy consumption and its low carbon development efforts in Chongqing, which highlighting the strategic position of leading industry in low carbon development. Secondly by reference to the two measuring methods of IPCC, the carbon emissions of Chongqing city and the "6+1" leading industry for ten years are respectively measured, which can get the characteristics of Chongqing and the leading industry’s carbon emissions. Finally, according to the improved Kaya identity, the LMDI method is used to analyze the influence factors of the "6+1" leading industry and the sub sectors’ carbon emission. Through the calculation and analysis, the following conclusions are obtained:First, Chongqing is an industrial city, the dominant industry in the industry accounted for more than 85% of the total output value; the energy consumption of Chongqing continued to increase, the structure of energy consumption is still dominated by coal, and the energy consumption of leading industrial accounted for more than 50% of total energy consumption in Chongqing. Second, from the perspective of industrial structure, industrial carbon emissions caused by energy consumption accounted for 60% in Chongqing City, while the "6+1" leading industries occupy 90% of industrial carbon emissions; The energy intensity of Chongqing decline, and the intensity of industrial carbon is the highest, so the industrial potential of energy saving and emission reduction is large. Third, for the dominant industry’s total carbon emissions, the scale effect is the main driving factors of carbon emissions growth, the inhibitory effect of industry structure effect and technical effect gradually highlights; For the low emission industries, the technical effect is prominent, which can counteract most of the pulling effect of the scale effect, while for the high emission industries, the technical effect is weak. So leading industries to lower carbon development path, The most effective measure is the that takes the low emission industries as an important factor in the adjustment of industrial structure to optimize the industrial structure and carry out technological transformation of low carbon to achieve energy saving and emission reduction.Finally, according to the above analysis, the countermeasures and suggestions are put forward: first, to actively promote energy conservation and emission reduction of high emission industries; second to give priority to the development of low emission industries and to speed up the adjustment of industrial structure; third to actively promote the work of alternative energy; fourth to promote the implementation of energy-saving emission reduction measures.
