The past 30 years, China’s sustained and rapid growth, urbanization, industrialization steadily improved. In some places lack of scientific planning, the so-called one-sided pursuit of city size and image of the city. In the urban expansion process, the circle around the pressure accounted for fertile farmland, random occupation, dominated up bad, extensive management, resulting in a large arable land resources is inefficient or ineffective drain. This "pie" type of urban sprawl, a direct result of "urban disease." To this end, the Ministry and the Ministry of Agriculture jointly issued the "Circular on Further Improving the work of the permanent demarcation of basic farmland," which requires all levels of government on the work of existing permanent basic farmland demarcated on the perimeter, traffic along the town existing high-quality arable land occupation easily classified as priority permanent basic farmland.
