Since the protectionist of Chinese internet when it came into being, with the tremendous population of 1.4 billion people, China became the second state of the internet in the world along with the USA currently. However, the USNet had penetrated almost the globe countries let alone the ones of the “one belt, one road”, yet the CNNet has only the domestic market. Wether China could overall the arrangement of “one belt, one road”is the crucial stepment of the future competition with America. The propose of “one belt, one road”contains the major countries of the Eurasia and most of them are developing states and, which have the diverse circumstance of internet development. For example, the CIS countries are dominated by the Russian internet and thrived cohesively with the common language, russian. The infrastructure in central and eastern Europe is almost entirely penetrated. Due to the multilingual circumstance, the cultivation of the Internet giant is straitened somehow. In the Arab world, when the internet of rich countries are as good as Eropean, the poor ones even could not maintain the domestic infrastructure. With the tremendous population and scant infrastructure, the majority of the southeast and south Asian countries are desperately needed international assistance. And India became the most potential market of internet on the world because of the small pentration of the internet and the large population.
