Nuclear energy has become one of the important energy, and nuclear power is an important component of the electric power industry. According to the National Medium & Long Term plan of nuclear power (2011-2020)", the fourth construction of nuclear power will reach the peak between 2016 and 2020, then nuclear power construction including the coastal and inland type, multiple reactors, multiple technical routes and multiple standards will appear. If total capacity will reach 88 million kilowatts in 2020,36 units should be constructed during eight years. With the rapid development of nuclear power, the ability of various aspects of industrial chain to meet the requirements for safety and multi-scale construction of nuclear power becomes the focus of attention.The nuclear island installation of nuclear power plants is one of the most important parts of nuclear power construction. China Nuclear Industry 23 Construction Co., Ltd. (CNI23 for short), as an core company in the national construction of nuclear power plant, will face massive and various projects about nuclear island installation management. Nuclear power installation is a labor-intensive project. Therefore, how to study design the scientific and reasonable mechanism of human resources development is essential to achieve national energy strategy faced with multi-project construction.In this paper, the national nuclear energy policy was analyzed and the theory of the project management and human resources development was studied. Based on the analysis of the future human resources strategy of CNI23, the corresponding protection mechanism of human resources development has been proposed. The goal is to serve CNI23 for the realization of the national nuclear energy strategy and provide an example for similar projects.
