As the basic industry of our country, coal industry has great significance to our national economic development. As non-renewable resource, coal should be not only protected of destruction and waste, but also be ensured sustainable utilization, which has become the key to technological innovation. Shanxi is a major coal province, in which economic development coal industry plays an important role. But for a long time, Shanxi Province depends excessively on coal industry. Industrial structure is relatively simple, and becoming worse. Extensive development mode has lead to the deterioration of ecological environment, serious waste of resources and other issues. However, with the rapid increase production, the scale and quality of economic have not been significantly improved, as well as the living standards of people in Shanxi Province.Based on the above background, this paper took the coal industry in Shanxi Province as a study object, using the methods of literature, exploring statistical investigation and empirical research, in view of the present situation of coal industry in Shanxi Province, firstly, explored the relevant theory of technology innovation efficiency, giving the meaning of technology innovation efficiency. On the based of technology innovation theory and efficiency evaluation theory, established index system for evaluating innovation efficiency of coal industry in Shanxi Province. Output indicators are:sales revenue of new products, new product sales revenue accounted for business income and the proportion of sales profit. Input indicators are:R & D staff full time equivalent, R & D personnel accounted for the proportion of the total number of companies, technology expenditure, the science and technology funds accounted for the proportion of net assets, science and technology funds accounted for the proportion of business income, total assets. Environment influencing factors are:the proportion of GDP, per capita GDP, gross output value of industry and the tertiary industry output value of GDP, the proportion of the first largest shareholder holding the shares accounted for the proportion of the total shares proportion, the second to fifth largest shareholder holdings of shares and the total shares. Then choosed Three Stage DEA method, which can eliminate the influence factors of the external environment, and make an empirical analysis.The conclusions of this paper are as follows:Technology innovation of coal industry in Shanxi province is affected greatly by external environment, especially the scale efficiency; per capita GDP, the total industrial output value accounted for the proportion of GDP, the third industry output value accounted for the proportion of GDP all have a negative impact on the efficiency of technological innovation; the largest shareholder of shares the proportion of total shares accounted for by second to fifth, the major shareholder of the shares and the total proportion of shares all have a positive impact on the efficiency of technological innovation, which show that the sense of innovation in coal industry has been formed; the input-output redundancy analysis show that, the input of R&D staff is not reasonable, new product sales revenue and sales profit both are insufficient; efforts should be made in coal industry from the aspects of scale, resource allocation and market structure.
