Analysis And Empirical Study On Technology Innovation Efficiency Of High-tech Industry

The efficiency of technical innovation is essential for the industry to advance the technical innovation effectively. However, the initial starting research of this is relatively late in China, and the research of the evaluation system of technical innovation is still on the getting-ripen stage; an effectual evaluation system of the technical innovation has not yet taken shape. With China becoming a membership of WTO, the competitive environment of Chinese technical innovation is becoming more complex, that is to say, building a scientific and rational evaluation system of the technical innovation is an urgent task. The research on the evaluation system of the technical innovation is conductive to seeking after a better way of developing technical industry, enhancing hi-tech innovation capacity, heightening the overall level of hi-tech industry, more importantly, it is of great theoretical and practical importance to the industry when confronting strategically adjustment, and keeping sustainable development; it is also important for the industry to response the national and local policies so as to gain supports from the government and policies.The whole paper is divided into six chapters. Chapter one as an Introduction gives the research background, significance of the research, content, methods, and purpose of the research, technique route and novel points of the paper.Chapter two puts forward fundamental conceptions and theories of technical innovation as well as efficiency of technical innovation, which serves as theoretical basis of the later arguments.Chapter three identifies the method of evaluation system of the technical innovation. Following the principle of sufficiency, relevance, systematicness, and rationality, date envelopment analysis (DEA) is finally defined as the method of evaluating the efficiency of technical innovation, compared with other different evaluation methods.Chapter four analyzes the scientific principle, comparable principle, operable principle, combination principle of qualitative index and quantitative index, exclusive principle, and goal oriented guiding principle, and based on the interpretation of new and old regulations of hi-tech industries, an index system of evaluation of technical innovation is constructed.Chapter five depicts the overall current situation of industrial technical innovation in Hubei province, and gives a statistic description of the evaluation index of seven major hi-tech industries. Based on this empirical research on the evaluation of efficiency of technical innovation and the interpretation of evaluation results, corresponding suggestions are put forward for hi-tech industries in Hubei province. Chapter six as a summary of the whole article makes it clear what has been achieved of the research, at the same time, proposes a new direction of further research.
