The rapid development of modern technology promotes rapid growth of high-tech industry. The proportion of high-tech industry in the gross national product of our country is increasing. High-tech industry is becoming the key point of our national economic growth. The development of high-tech industry is impetus of economic growth and is symbol of international competition. The key of development of high-tech industry is innovation, especially technology innovation. Therefore, improvement of technical innovation efficiency is the key to improve high-tech industry. This paper focuses on the following aspect.The first part is ntroduction including background and content and so on. In the second part, the first step is to expound basic theory, mainly including definition, classification and characteristic of high-tech industry, the development of technology innovation theory and definition and classification of efficiency. Secondly, this part reviews existing literature about technical innovation efficiency including review of indicators selection and evaluation methods and so on. The third part presents the situation of Chinese high-tech industry including basic development situation and status of technology input and output. The fourth part introduces evaluation indicators system and evaluation methods. For the indicators selection, this paper carries on grey relational analysis and obtained indicators in this paper. Evaluation methods are data envelopment analysis and Malmquist index. The fifth part is calculation and evaluation of technical innovation efficiency from the static and dynamic analysis respectively. The last part puts forward some suggestions based on the analysis results of the previous part.The results of research reveals that technical innovation efficiency is not high in Chinese high-tech industry. Differences in technical innovation efficiency exist among different provinces (cities, districts). The technical innovation efficiency of eastern, central and western region is not high. Eastern region is the highest of eastern, central and western region and central region is the lowest. Total factor productivity presents increasing overall owning to technical progress. Differences in TFP exist among different provinces (cities, districts). The total factor productivity of eastern, central and western region show increasing. The growth of TFP of central region is the fastest, western region is slower than central region, and eastern region is the slowest.
