| Maize has been in a very important position in grain production and consumption. Good or not of maize production will have an important impact on the development of the rural economy,the stability of the society and food security of countries.Hailun is an important county producing crops in Heilongjiang Province, and also an important producing area of maize, maize yield is accounted for 70% of the total amount of food production in the Hailun, which plays an important role in the county economy. But the scale of maize in Hailun declined in recent years, and production efficiency did not reach corresponding level because of the impact of imports and the change in the policy of temporary storage about maize. Therefore, study on efficiency of maize production has important theoretical significance and practical significance to the adjustment of crop structure and increasing farmer income.Firstly, based on the basic concepts of production efficiency, scale efficiency and related theories, the research in this paper analyses the planting area and yield of maize in Hailun in recent15 s, and finds that planting area increased, but the fluctuation was not large, and the fluctuation of output in the timing was obvious.Secondly, using DEAP2.0 statistical software, analyzes maize production efficiency in Hailun and each villages or towns with the method of DEA analysis. According to the results of the analysis, Hailun have not achieved DEA effective in the level of comprehensive and scale but technology efficiency. Dong Lin and Yong Fu have comprehensive efficiency; other towns have not reached DEA effective in comprehensive efficiency. It shows that there is still much room for improvement in the production efficiency of maize planting in Hailun.Then make descriptive statistics analysis to the panel data by SPSS 20.0 statistical software,according to the results of the analysis, there is a great variation about maize yield, planting area,total power of agricultural machinery and actual area of tractor from 2000 to 2014, and also the standard deviation, indicating that these variables are very concentrated in near 15 years, which indicates greater volatility, and other factors less volatility. Then make a specific analysis about the influencing factors by making logarithmic transformation, variable correlation test, unit root test and “Granger†causality test to the original data, and then regression analysis. The regression results show that the largest correlation factors with maize yield is planting area, the correlation coefficient is 0.85, followed by the total power of agricultural machinery and actual area of tractor,and others have little correlation with maize yield such as agricultural fertilizer, pesticides,effective irrigation area, rural electricity consumption, the number of labor population, and so on.In the light of the analysis results, maize productivity in Hailun did not reach the desired level of efficiency, mechanical level was insufficient and human cost was too high, tractor ploughing areadid not reach 100%, pesticides, chemical fertilizers and other capital investments were insufficient,the effective irrigation area also insufficient.Lastly, in view of these problems, this paper puts forward the policy suggestions to improve the efficiency of maize production in Hailun: Strengthen the protection and utilization of cultivated land and improve the quality of cultivated land; Optimize the supervision system of pesticide and chemical fertilizer application; Improve the level of agricultural mechanization; Strengthen the construction of water conservancy infrastructure; Balance the structure oflabor and non labor. |
