Hi-tech SMESs as a innovate army has become a important issue. High technical content, strong innovation, flexible operations are their characteristics which create a huge benefit for market. However, there are still shortcomings of low management level, lacking of fund and low core competitiveness behind the aura. Therefore, making efforts to promote the management innovation and putting forward the appropriate mode of management innovation become the key and necessarily. But management innovation is still a disadvantage comparing to technology innovation for Hi-tech SMEs at present.In this paper, we begin with the evolution mechanism of management innovation to research the management innovation model of Hi-tech SMEs.Based on the study content, we elaborate systematically the definition and characteristic of Hi-tech SMES, growth theory and management theory. We also analyze the growth stage characteristics of Hi-tech SMES. After analyzing the Hi-tech SMEs’main problem and evolution motive of management innovation, we try to built dynamic evolution model of Hi-tech SMEs and put forward propositions. Based on the theoretical analysis, we use the case study method to analyze the sample enterprise’s management innovation focus and management model in the grow stage with many data, which verify theoretical results and the effectiveness of the proposition.They include the big-scale data, depth interview data, corporate websites, journal articles and other ways to collect second-hand information of Tianjin dong li fifteen Hi-tech SMEs.The research suggested that dynamic evolution model of Hi-tech SMEs’management innovation are as follows:on the one hand, research management innovation is important in the whole life cycle. On the other hand, in the process from beginning entrepreneurship to early-stage, strategic innovation and market innovation is the leading factor, organization innovation and human resources management innovation is the auxiliary innovation under the effect of adaptive motivation; in the process from early-stage to growth period, the predominance of strategic innovation and market innovation gradually decline, the predominance of organization innovation gradually rise under efficiency development motivation; in the process from growth period to mature period, the predominance of organization innovation gradually decline, the predominance of human resources management innovation and market innovation gradually rise under sustainable development motivation. Leading management innovation is different in the life cycle.
