With the development of global economic integration, the market environment changes rapidly. The competition between the companies from home and abroad grows constantly. The life cycle of technology and product shortened gradually. In order to meet the needs of the market, we should keep continuous technological innovation only which can drive the development of enterprises. However, we are lack of innovative capacity and depend on the foreign technical innovation. We are faced with many problems, such as the uneven distribution of innovation resources, the low conversion rate of the scientific and technological achievements, which restricts the development of economy and society. Open innovation is not only the forefront of theory, but also a manifestation of many practical activities. In the background of economic globalization, open innovation help enterprises integrate innovative resources, promote the development of innovation and enhance the innovation efficiency, gain competitive advantage. To change the situation that our key technologies are controlled by the foreign companies, the enterprises need to carry out the open innovation with the help of the relevant main body. By means of the effective use of internal and external resources for technical innovation, the innovation can be stimulated in the entire industry even the whole society.Based on the perspective of innovation-related subjective, we build "seven forces model" an open innovation power model according to the open innovation theory. The model demonstrates the driving force of innovation from the enterprises endogenous, the government, the suppliers, the competitive company, the user from the market, the university and the research institutes, the serve agency. We called them the endogenous driving force, the policy incentives force, the pushing force, the pulling force, the competitive pressure force, the cooperative force, the service force. Through empirical study of 222 high-tech enterprises, we verify the effect of seven force model and analysis the drive mechanism of seven forces for the innovation. And we also examines the regulatory mechanism of the policy incentives force and the service force between the relation of the other five force with the innovation performance.Finally, through the case studies of Anhui Heli, we explore the ideas of implementation about open Innovation from the perspective of practice. With a comprehensive of the theory analysis, the empirical analysis and the case analysis, we make a suggestion for the enterprises to develop open innovation. And considering that China is in the special period of the economic transition and the government play an important role in the economy, we put forward several policy recommendations to promote the development of open innovation, which have reference value for the enterprises.
