The Research Of Supervision On Private Enterprises’ Archives

With the development of Chinese political and economic reform, national archives career is also advancing with the times for innovation. Currently most of the theoretical studies focus on archives digitization and utilization. Because of this, theorists pay more attention on the reformation of enterprise records management mode. Nevertheless, other parts on the archives management of enterprises attract less attention, especially the regulation of private enterprises’archives. As private economy becomes an important part of the market economy, archives of private enterprises should be valued. Conducting in-depth research on the issue of supervision on private enterprises’archives has a certain theoretical and practical significance. Based on the maintenance of the national public interest, the archives administration departments can help to guide and regulate the archives management of the private enterprises.In this paper, comprehensive use of literature analysis method and comparison research method is employed. According to the present situation of archival supervision on private enterprises, the author makes a thorough analysis of the problems and causes existing in the supervision. Then based on the experience summary of foreign enterprise macro archives management, the author makes suggestion on how to perfect our national archives supervision on private enterprises. The specific contents of this paper are as follows. The first chapter describes subject connotation of " archives supervision research on the private enterprises" and clearly proposes the research content and the background and significance of this paper. Then the author confirms the research ideas and methods by literature review. The second chapter is the theoretical basis of archives supervision on the private enterprises. By making an interpretation of the supervision object and subject, this chapter describes the theoretical basis and key concepts involved in this paper, which provides a theoretical groundwork for the following discussion. The third chapter:the present situation and problems of archives supervision on private enterprises. This chapter describes the current supervision situation of Chinese private enterprises’archives from two aspects, regulatory legislation and auxiliary supervision behavior. Then the author analyzes the existing problems, such as the understanding bias and the imperfect supervision legislation. The fourth chapter describes mature experience of supervision on business archives in the United States. Britain. Japan and other countries, for example, the concept of supervision. models of supervision management, and supervision measures. In the fifth chapter, the author expounds the perfection of the archives supervision on private enterprises from four aspects:the administrative legislation, the supervision subject, the auxiliary supervision organization and the private enterprise. The conclusion part reiterates the ideal "Supervision is to guide the archives management of private enterprises based on the public interest", and illustrates the limitations and research prospects of this paper.
