Rail transit in China has developed rapidly in recent years, which has played a prominent role in alleviating urban traffic pressure. However, it needs a better understanding of its comprehensive performance. Traditional track traffic evaluation focus on accessibility, the recent assessment methods consider traffic, economy, society, resources and environment, which often use in multi index evaluation system to make a comprehensive evaluation, fail to draw a comprehensive index. Thus it is harmful to making policy analysis and development.Inspired by the ideas and methods of the international emerging genuine progress indicator (GPI), trying to use genuine progress index method to evaluate the true level of urban rail transit in China. Genuine progress indicator (GPI) method based on the theory of sustainable development, from three aspects of economy, society, resources and environment comprehensive survey of the real progress, the main characteristics is through measuring the value of each index and formed a final evaluation with the single index. The calculation of this index is a new attempt to evaluate the comprehensive performance of the urban rail transit in china. This study attempts to put forward, design and construct the China’s urban rail transit genuine progress index evaluation method combined with the development of urban rail transit in Beijing to make some empirical analysis.It is found that the genuine progress index of rail transit should be based on the quantitative traffic, economic, social and resource environment. In genuine progress index estimating system of rail transit, traffic indicators should include passenger transport volume, the length of the line, operating mileage, operating speed and so on, economic and social indicators should include the investment and operation cost and benefit, travel cost, congestion, safety, comfort, and humanized index; resource and environment indicators should include energy use efficiency, the efficient use of resources, environmental pollution and other indicators.The results of the measurement of the genuine progress index of the urban rail transit in beijing show that the urban rail transit in Beijing has improved significantly in the past twenty years, but it is not the same in traffic, economic, social and resource environment. At the same time, the service level of rail transit has improved significantly, while the rail transit has a positive impact on the utilization and protection of the resources and environment, but there are many problems in the social and economic aspects. Such as heavy financial burden, traffic congest mitigation is not obvious, and the level of human concern is not high.
