Grassland resources are important for herdsman’s living in China, which not only provides a good living environment but also an important supporting element of pastoral animal husbandry and socio-economic development. Grassland Household Responsibility System that started in early 1980s has also been 30 years. If the implementation of this system has achieved the original political expectation, or just produced political effects in certain areas, if there is any room for improvement? To answer these questions, scientific analysis and evaluation on Grassland Household Responsibility System’s evolution and performance of implementation will undoubtedly required. From the existing articles, the analytic study on performance of Household Responsibility System of Rural Land has been rich and mature. But as to the research of the impact and effectiveness of the implementation of Grassland Household Responsibility System, researchers mainly focuses on qualitative analysis and case analysis.Based on the thought above, after having discussed the impact of Grassland Household Responsibility System’s implementation on economic performance theoretically, this paper ran a relatively systematical empirical test on economic performance of Grassland Household Responsibility System, perspectively on macro level and micro level (herdsman survey) in Inner Mongolia Autonomous Region. Firstly, the paper analyses the evolution of grassland property system and the occurrence of Grassland Household Responsibility System since the founding of the Nation in detail, and concludes achievements and difficulties that Grassland Household Responsibility System facing. Secondly, the paper explores the impacts that implementation of Grassland Household Responsibility System brought on livestock performance in theoretical level, by constructing a theoretical framework based on the perspective of the integrity of the property, and proposed some related research hypotheses. Thirdly, by using the statistics data of Inner Mongolia Autonomous Region and survey data of Arkhorqin banner, empirical test on both macro and micro level has been given.The results have shown that:1 From the macro level, the use right of grassland is becoming stable, the transfer right of grassland been confirmed, the income right of grassland gradually improved in 30 years since the implementation of Grassland Household Responsibility System in Inner Mongolia area. The series evolution and development of the Grassland Household Responsibility System has played a significant positive effect on local livestock economic output.2 From the micro level, the stability of has positive effect on livestock performance, the more stable the right to grassland contractual management, the more secure the herdsman feel for their grassland, and thus has positive effect on livestock performance.3 The exclusiveness of use right of grassland has little effect on livestock performance. This may results from the unique nature of the grassland and the actual situation of the grassland, in particular, if the area of fence is small and the number of fence is too much, the cost must be very high, and because small fenced grassland does not have too much effect on livestock production as expected, the exclusiveness of use right has little effect on livestock production.4 The action of transferring grassland, has a very significant positive effect on livestock production, and verify the theoretical hypothesis, indicating that grassland transferring appears to have a very important meaning in improving livestock production. At last, based on theoretical analysis and empirical tests, some political recommendations on improving the performance of Grassland Household Responsibility system’s implementation are put forward.
