Research On The New Urbanization Quality Evaluation Of Inner Mongolia Autonomous Region: Taking The Prefecture-Level City In Inner Mongolia As An Example

In the 21st century, the conflict between human activities and the natural environment has become increasingly intensified, and the urban development view marked by population and the scale of material production in the traditional sense has gradually revealed shortcomings. In response to China’s urban-rural dual pattern of opposition and to meet the requirements of the new era, taking the new urbanization path has become an inevitable choice for the development of Chinese urban. With the continuous progress of China’s urbanization, the urbanization rate of Inner Mongolia Autonomous Region is also rising. While enhancing the speed of urbanization, we are also concerned about the current situation and problems of urbanization quality. As the main battlefield and focus of urbanization, the prefecture-level city is selected as the object of the study.In this paper, we grasp the new urbanization principle of "people-oriented", draw on the index system framework in Chinese New Urbanization Development Report, combine with the new urbanization development characteristics of prefecture-level cities in Inner Mongolia Autonomous Region and problems in urbanization quality, use level analysis and build the evaluation index system of new urbanization quality of prefecture-level cities in Inner Mongolia; the system takes the new urbanization quality as the target layer, the quality of urban development, the potential of sustainable development of towns and the coordinated development of urban and rural areas as first class indicator, and the 3 first class indicators also include 8 second class indicators and 56 third class indicatorsRelying on the above-mentioned quality evaluation index system, this paper collects basic data from the Inner Mongolia Statistical Yearbook, Chinese City Statistical Yearbook and other authoritative materials, and organizes these data before standardizing them based on the data of 2014; on this basis, it comprehensively evaluates the quality of new urbanization of nine prefecture-level cities in Inner Mongolia and based on the evaluation result it analyzes the regional characteristics, resources and industrial structure of the cities; combing the above analysis, this paper puts forward relevant suggestions of lifting the new urbanization quality of prefecture-level cities in Inner Mongolia Autonomous Region from the perspective of public policy.
