Cognitive Study On Affirmation In Rural Land Contract Management Right

With the establishment of the household contract responsibility system, the land contract management rights as a bundle of land rights is determined.Since the central document required the establishment of a land contract management rights registration system in 2008, the work of affirmation in rural land contract management right has been carried out in accordance with the central deployment in an orderly way.By February 2015, at least 195000 villages had recognized the land right.Farmers as the main part,have played a vital role in the work.Cognition is the premise and basis of action, Farmers’ cognition will deeply affect the behavior choice,further affect whether the affirmation in rural land contract management right can be carried out smoothly. Analysis from the perspective of farmers’ cognition,not only provides a new perspective to solve the problem,but also provides a new focal point for the work.In order to further understand the current situation and existing problems of pilot areas,in July 2014,Anhui University conducted a research in the following areas:The town of Hengtanggang、Muchang、Matou in Jin’an district of Lu’an city. The town of Yuantan,Huangni in Qianshan county of Anqing city, Anhui Province.According to the results of the survey and the experience of the research,the following problems are concluded:level of cognition,narrow channel of cognition,superficial cognition ability.By using of the Logit model, the results show that age, education level, physical condition, sources of household income, second round contracting area, structure of agricultural production, whether they understand the land circulation,macro-political participation, micro-political participation,micro-political participation willingness and regional characteristics are the main factors which influence the cognition.Through the comparative analysis of the above factors, combined with the actual situation of China,this paper comes to the following conclusions:First, farmer’s perception of affirmation in rural land contract management right is greatly influenced by personal factors.Second,farmer’s perception of affirmation in rural land contract management right is subject to regional restriction.Third,farmer’s perception of affirmation in rural land contract management right is closely associated with farmland transfer.Fourth,political participation and political participation intention is the important factors that affect cognition.Fifth,farmer’s perception of affirmation in rural land contract management right is to stay on the surface.Based on the above analysis, in order to further promote the work,the paper proposes the following three suggestions:First,adjust measures to local conditions,to improve the pertinence of propaganda.Then,broaden the publicity channels, perfecting the system of the publicity of affirmation.Finally, according to the land transfer, make an overall arrangement about the affirmation in rural land contract management right.
