Empirical Analysis On Agricultural Meteorological Service Demands And Its Influencing Factors

Agriculture is the foundation of national economic and social sustainable development.Agricultural development will not be flourishing without agricultural meteorological services on account of closely related. Our country has put forward innovation of meteorological services for agriculture mechanism and promote agricultural meteorological services into the socialized service system of agriculture as well in 2014. At present, Sanming city has initially formed a well organized and complete satisfactory of meteorological service system. However, a series of problems come up during the process, such as, the target is not diversified, supply amount is not enough, service content is limited, the amount of supply cannot meet the amount of demand, peasants cannot get satisfied effectively and so on. What are the basic meteorological service demand of the peasant as they are the main target? What are the key factors that can affect the peasants’demands? This article will take Sanming city peasants’demand as an example. Through methods of getting to know the current situation and combining with theory, analysing the factors that affect peasants’demand so that we could find out the key factors that influence the demand of agricultural meteorological services which could be a reference for the orientation of agriculture and meteorological service system.In order to understand the basic situation of agricultural meteorological service needs in Sanming city, this research conducted a questionnaire survey among 200 peasants which from 8 towns and 32 villages in Shaxian and Youxi county. The following is what have been found out from the survey:there is much difference among peasants’ demand to different types of meteorological services; Peasants have the strongest demand of agricultural weather forecast. However, peasants have very limited access to get this information, mainly through television and text message; Peasants’attitude to pay for meteorological service are not optimistic. Half of the peasants from the survey believed that current service couldn’t meet the produce needs and they are asking to improve the percent of accuracy of meteorological service urgently, enlarge access and service-oriented product.Through analyze the current agricultural meteorological needs situation,I combined five types needs conditions and needs degree, which conclude agricultural weather forecast services^ services of disaster warning & disaster prevention & mitigation measures agricultural meteorological service with local characteristics meteorological information service、agricultural meteorological science guide service, analyzed the influencing factors that affect peasants’ demand for meteorological services and obtained the correlation variable. I finally selected the followings correlation variable Peasants’ age、Educational background、whether to join agricultural cooperative organizations、isn’t the large farmer-houeholds、planting area、agricultural income、frequency of meteorological disasters,Are there any meteorological disasters occurred in the last three years、scale of the disaster、extent of disaster and so on. Through did some statistic analysis that related Peasants’ demand characteristics and then used logistic model to conduct an empirical analysis on influencing factors that affect peasants’demand for meteorological services. It turned out that:The demand for agricultural weather forecast was mainly affected by the factors such as Peasants’ occupation and whether to join agricultural cooperative organizations. The demands for services of disaster warning &disaster prevention &mitigation measures was mainly influenced by the factors such as Peasants’ occupation、risk preference and the times of disaster. The demand for agricultural meteorological service with local characteristics is almost influenced by the factors such as planting area、whether to join agricultural cooperative organizations、isn’t the village cadre and whether to take full-time in agriculture.The demand for meteorological information service is almost influenced by the factors such as willingness to pay、isn’t the large farmer-houeholds、extent of disaster and frequency of disasters occurs.The demand for agricultural meteorological science guide service is almost influenced by the factors such as Peasants’ age isn’t the large farmer-houeholds and whether to join agricultural cooperative organizations.Finally, the the demonstration research above, this article puts forward some policy suggestions. First, advocacy of agricultural meteorological knowledge needs to be enhanced and at the time government should offer the trainings that related to agricultural meteorological knowledge. Secondly, Government should promote the construction of new agricultural management as the main body of the "straight" agriculture meteorological service. Thirdly, agricultural cooperative organizations should play its role effectively in agricultural meteorological services.
